About the 2018 Public Service Employee Survey

Objective

The objective of the Public Service Employee Survey is to provide information to support the continuous improvement of people management practices in the federal public service. The survey results will allow federal departments and agencies to identify their areas of strength and concern related to people management practices, benchmark and track progress over time, and inform the development and refinement of action plans. Better people management practices lead to better results for the public service, and in turn, better results for Canadians.

Timing

The 2018 Public Service Employee Survey will be conducted from to . The Public Service Employee Survey has been conducted triennially from 1999 to 2017. Starting in 2018, the Public Service Employee Survey will be conducted on a more frequent basis.

Survey administrator

The 2018 Public Service Employee Survey is led by the Office of the Chief Human Resources Officer, Treasury Board of Canada Secretariat, and will be administered by Advanis, a trusted Canadian market and social research firm.

Eligibility to participate

All employees in participating core public administration departments and separate agencies are eligible to participate. These include indeterminate, term, seasonal, casual and student employees, as well as Governor in Council appointees. Ministers’ exempt staff, private sector contractors or consultants, and employees on leave without pay were not eligible. Confidentiality of responses

Survey responses will be protected under the Privacy Act. No data that can be traced to respondents will be released. To safeguard respondents’ identity and to ensure the confidentiality of responses, responses will always be grouped, and no data will be made available for groups of fewer than 10 respondents. Question about sexual orientation

The 2018 Public Service Employee Survey will contain a new question about sexual orientation. Broad consultations were undertaken to develop this question. The collection of data on sexual orientation will help the federal public service better understand the perceptions of employees belonging to the LGBTQ2+ community and work toward a workplace that is diverse and more inclusive.

Survey results

Results of the 2018 Public Service Employee Survey will be available in early . Departments and agencies will be invited to discuss the survey findings with their employees, and to work with them and other stakeholders to develop and put in place solutions to issues raised in the survey. The results of the survey will be considered in the context of Deputy Heads’ performance assessments, through the Management Accountability Framework (MAF). Survey results will also support the Federal Public Service Workplace Mental Health Strategy and contribute to the Treasury Board of Canada Secretariat’s Departmental Results Framework.
