When making an initial connection to the PKI, the toolkit will attempt to open an output stream to determine whether the PKI service is alive. In some situations, that connection attempt may not be desirable. To disable this connection attempt, set this property as follows.

If this setting is set to anything else other than false, that connection attempt will not be disabled.
