The purchase was made at XXXX and the issuing institution is XXXX out of XXXX. On further examination I realized that there is a $4.50 "activation fee" plus a 2.5% fee if used in the United States. The XXXX card should be considered "cash". The activation fee is simply theft. Charging a fee of 12.86% of the total value to access the cash is outrageous. If you further consider that XXXX collects a fee from the merchant when the gift card is used, the benefit to XXXX is totally excessive in relation to any value to the consumer. XXXX
