To Whom it May Concern: I am very appreciative for this opportunity to comment on this topic. In the past my experience with a bank was I took a cheque to the branch were the account resided and showed all the required three pieces of identification and was still denied to cash the cheque in the amount of $500.00. I took it to the agency to have this situation reviewed and it took two years to get a favourable decision in my favour that the bank was wrong in not cashing the check made out to me. All I got was a letter from the bank apologizing. Even to this day this still happens. If the branch account has funds and the person name is on the cheque why not cash the cheque? For the little people I think this should be viewed in more depth. Also prepaid credit cards finally this is being look at through legislation. If $500.00 dollars is on the credit card its cash to the bank which if not used the bank is using your money and if its not used on a yearly basis then the bank should pay you interest. Prepaid credit cards I think are better then credit cards with a credit limit. With prepaid you only spend what ever upfront cash you put onto the prepaid card. If this upfront cash paid has an expiry date then the consumer should simply call the prepaid customer service department and extend the expiry date. I do not think its fair to have an expiry date as the bank has the upfront funds and is using the cash to generate more cash flow. I have a bank account with $200.00 dollars that collects interest and is dormant for some 5 years. It does not have an expiry date and if an the banks want to cancel the card with cash already paid into the prepaid card say after one or two years...then the bank should pay interest on the unused portion of the funds on a annual bases until the bank is contacted to reopen the prepaid card. Its amazing the banks charge any fees, administration or whatever they call it. If the card is used then they surely charge the same on the usage fees as the other non prepaid cards charge. Prepaid cards are great as you only spend what you have paid into to it. This is a great way to limit getting into more debt with non prepaid credit cards. For the poor folks its also a great way for them who may not have bank accounts, credit cards or a place to store what ever short term cash they have available to them. I would appreciate any feedback on this topic and also acknowledgement that you received my email as this would reinforce myself this communication ended up in the right place. In closing whatever the powers to be implement, please keep it super simple for the little guy. As when the little guy tries to contact the system ...it ends up not easy. Warm Regards. XXXX
