Rules of participation

Rules — Our Community Flag Bearers

“Our Community Flag Bearers” contest

Organized as part of National Flag of Canada Day 2026.

1. Contest organizer

The “Our Community Flag Bearers” contest (the “Contest”) is organized by the Department of Canadian Heritage (the “Organizer”).

2. Contest period

The Contest begins on January 15, 2026, and ends on February 15, 2026. Entries received after this date will not be accepted.

3. How to participate

For the purposes of this Contest:

  • the participant is the person who completes and submits the Entry Form;
  • the nominee is the person designated by the participant in the Entry Form as deserving of the title of Community Flag Bearer.

Canadians are invited to nominate someone they know who embodies the values of the Canadian flag (respect, inclusion, equity, etc.) and to explain why in a short text.

To participate in the Contest, a participant must:

  • complete and submit the Entry Form available on the Contest website;
  • nominate one (1) person who embodies Canadian values;
  • provide a short text explaining why this person is a role model in their community.

Each completed Entry Form constitutes one (1) entry.

A participant may submit more than one Entry Form, provided that each Entry Form nominates a separate person.

The nomination of a person in an Entry Form does not constitute the nominee’s automatic participation in the Contest and does not bind the nominee to any obligation.

4. Prizes

There will be a drawing for 26 Canadian outdoor nylon flags, size 6x3 feet, from all valid entries:

  • 13 flags will be awarded by random draw from among all eligible entrants who duly complete an Entry Form;
  • 13 flags will be awarded to the people nominated by the above-mentioned winners.

Prizes:

  • will be sent by post;
  • cannot be exchanged for cash;
  • must be accepted as is;
  • are transferable to another person.

The awarding of a prize to a nominee is conditional upon the nominee’s written consent and confirmation of eligibility in accordance with these Rules.

5. Eligibility

Any legal resident of Canada may submit a nomination by completing the Entry Form and is eligible to receive a prize.

All persons employed by the Organizer are not eligible to receive a prize but may submit a nomination or be nominated.

The Contest is void where prohibited by law.

6. Participation validity criteria

Nominations must comply with the following conditions:

  • they must not include sensitive or confidential personal information about the nominees or any other person;
  • they must not contain offensive, defamatory, hateful or discriminatory language or language contrary to the values of respect, inclusion and solidarity;
  • they must comply with all applicable laws.

The Organizer reserves the right to disqualify any entry deemed non-compliant or otherwise ineligible.

7. Drawing and designation of winner

A random draw will be made from all valid entries received during the Contest period to determine the winners of the 26 flags.

The draw will take place on February 16, 2026.

Selected participants will be contacted by email in the days following the draw. To confirm the awarding of the prize, selected participants must provide the required information (name, mailing address, telephone number, email address, signature) and, if applicable, the email address of the nominee, within the time period indicated in the email.

Failure to respond within the prescribed time or to comply with these Rules may result in the cancellation of the prize, and a new draw for the prize may be held, at the Organizer’s sole discretion.

Winners’ names will be posted on the National Flag of Canada Day website and on the Organizer’s social media channels.

8. General terms and conditions

The draw for the prizes and the selection of stories for public communication are two separate processes.

The fact that a person is selected through a draw and receives a prize does not automatically mean that their story will be made public. Similarly, a story can be selected for promotional purposes, independently of the awarding of a prize.

Stories selected for public communication will undergo a separate approval process. The Organizer will contact the nominees concerned to obtain their explicit consent prior to any use or dissemination of their name or story.

The Organizer assumes no responsibility for:

  • lost, late or incomplete entries;
  • technical or IT failures;
  • any cancellation, modification or interruption of the Contest beyond its control.

The Organizer reserves the right to cancel, modify or suspend the Contest, at its sole discretion, if circumstances so require.

9. Privacy Notice

The collection of personal information is authorized by paragraph 4(2)(h) of the Department of Canadian Heritage Act and is required to carry out the national flag day contest. Collection and use of this personal information are in accordance with the Privacy Act. This information will be used to contact the winners of the contest. The personal information collected is described in Personal Information Bank PSU 938 – Outreach Activities and will be retained for 10 years. Your submission may not be considered if you do not provide the required information. Under the Privacy Act you have the right of access to, and correction of, your personal information. To exercise either of these rights, contact Canadian Heritage’s ATIP Coordinator by email at aiprp-atip@pch.gc.ca. If you are not satisfied with Canadian Heritage’s response to your privacy concern, you may wish to contact the Office of the Privacy Commissioner of Canada by telephone at 1-800-282-1376.
