Service standards and performance information for high-volume regulatory authorizations - Canadian Heritage

As part of its ongoing commitment to provide quality client service, Canadian Heritage has developed service standards. Service standards state the level of performance that citizens can reasonably expect to receive under normal circumstances.

Service standards for high-volume regulatory authorizations clarify expectations and increase predictability in the federal regulatory system. They benefit the many Canadians, particularly businesses, who must seek permission from the federal government to either conduct a regulated activity or be exempt from it.

The following is a list of categories of our service standards for high-volume regulatory authorizations:

Canadian Audio-Visual Certification Office

Service Standard

The Canadian Audio-Visual Certification Office (CAVCO) is committed to issuing certificates for tax credit applications within 120 days from receipt of a complete application.

Performance Target

The target for achieving this standard is set at 85%.

Applying for a Certificate

An applicant must contact CAVCO at 1-888-433-2200 or visit the Film and video tax credits – CAVCO website to get information on how to submit a complete application, or for any other inquires.  An application for a tax credit certificate is considered complete when all of the following documentation is filed with CAVCO:

  • A completed application form
  • The application fee
  • A signed declaration
  • All supporting documentation as listed in the Guidelines

If the application is approved, the applicant will receive a tax credit certificate in their online account or by mail.

Certification of Cultural Property for Income Tax Purposes

Service Standard

The service standard for Certification of Cultural Property is four months after the published deadline for each Review Board meeting.

Under the terms of the Cultural Property Export Review Act, “The Review Board shall consider a request…and, unless the circumstances of a particular case require otherwise, make a determination within four months after the date the request is received and shall give notice of the determination in writing…”

Performance Target

The target for achieving this service standard is set at 80%.

Applying for Certification of Cultural Property for Income Tax Purposes by the Canadian Cultural Property Export Review Board

Application deadlines:

The Review Board meets four times a year to review applications for certification. Deadlines for the receipt of new applications are usually eight to nine weeks before a meeting. Consult the Canadian Cultural Property Export Review Board website for precise deadline dates.

Who can apply?

Organizations designated by the Minister of Canadian Heritage apply for certification on behalf of donors or sellers. These organizations meet the necessary standards to preserve the cultural property and make it publicly accessible.
