Supplementary Estimates

• Supplementary Estimates are part of the normal parliamentary approval process to ensure that preplanned government initiatives receive the funding they need to move forward and meet the needs of Canadians.
• The main purpose of Supplementary Estimates is to seek authority to revise spending levels, revisions which Parliament will be called upon to approve through an Appropriation Act.
• Supplementary Estimates (A) is the first of three for 2020‑21.
• In these Supplementary Estimates, eligible items include increases to existing votes as well as new statutory authorities, which are all attributable to the COVID‑19 pandemic.

The impact of Supplementary Estimates (A) for Canadian Heritage represents a total increase of $418.0 million in statutory authorities.

• On May 8, 2020, the Prime Minister and Minister of Canadian Heritage announced funding in the amount of $500 million dollars as part of the new COVID‑19 Emergency Support Fund for Cultural, Heritage and Sport Organizations. An amount of $418 million dollars was allocated to the Department of Canadian Heritage and will be distributed as follows:
  • Up to $326.8 million distributed by Canadian Heritage and divided among select Canadian Heritage programs and as well as key delivery organizations, specifically:
    • $198.3 million would be provided to arts and culture beneficiaries through existing programs as well as to other organizations that have demonstrated need;
    • $72 million would be provided to the sport sector;
    • $53 million would be provided to the heritage sector through the emergency component of the Museums Assistance Program;
    • $3.5 million would be provided for COVID‑related projects under the Digital Citizen Initiative;
  • $88.8 million would be distributed by the Canada Media Fund to support the Canadian audiovisual sector.
  • The use of the remaining funds will be assessed on an as‑needed basis.

The net impact of supplementary estimates (A) for portfolio organizations represents an increase of $22.2 million in the following voted authority:

• Canadian Radio‑television and Telecommunications Commission:
  • $22.2 million in funding for critical operating requirements related to Funds for basic operational needs (COVID‑19) of the Canadian Radio‑television and Telecommunications Commission.

Statutory Portfolio organizations (adjustments)

The net impact of supplementary estimates (A) for portfolio organizations represents an increase of $87.13 million in the following statutory authorities:

• Canada Council for the Arts:
  • $55.0 million in statutory authorities related to the Emergency Support Fund attributed to the COVID‑19 pandemic.
• Telefilm Canada:
  • $27.0 million in statutory authorities related to the Emergency Support Fund attributed to the COVID‑19 pandemic.
• Canadian Radio‑television and Telecommunications Commission:
  • $5.13 million in statutory authorities in relation to contributions to the employee benefit plans for the Canadian Radio‑television and Telecommunications Commission employees.
