Aid to Publishers – Canada Periodical Fund

The Canada Periodical Fund (CPF) – Aid to Publishers component provides financial assistance to Canadian print magazines, non-daily newspapers and digital periodicals.

Using a formula based on eligible copies sold or circulated by verified request over a 12-month period, the Aid to Publishers component provides funding to eligible Canadian publications. Publishers are able to use funding to support the creation of content, production, distribution, online activities or business development.

Who can apply

Publishing firms must:

  • be private-sector entities, including corporations, not-for-profit organizations, partnerships and sole proprietorships;
  • be majority owned and controlled by Canadians;
  • have their principal place of business in Canada; and
  • have published one or more eligible periodicals at the application deadline.

Eligible periodicals

Periodicals must meet all of the following criteria:

  • be published by an eligible publishing firm;
  • be majority owned and controlled by Canadians;
  • be either a printed magazine or a printed non-daily newspaper; be distributed using either a majority of paid circulation or request circulation;
  • have completed at least one uninterrupted 12-month publishing cycle at the application deadline, and continue to be published until at least March 31, 2019;
  • have published between two and 52 regular issues and no more than 56 issues during the financial year, including special issues;
  • contain an average of at least 80% Canadian editorial content in the issues published during the publisher’s financial year. Ethnocultural periodicals must contain an average of at least 50% Canadian editorial content in the issues published during the financial year;
  • contain an average of at most 70% advertising in the issues published during the financial year;
  • contain a majority of original content; and
  • be edited, designed, assembled and published in Canada.

In addition, applicants must ensure they meet circulation eligibility criteria, which is detailed in the CPF Aid to Publishers – Application Guidelines 2018-2019.

How to apply

Applicants are required to:

  • review the CPF Aid to Publishers – Applicant’s Guide 2018-2019;
  • complete the CPF Aid to Publishers – Application Form 2018-2019 (PDF version, 205 KB);
  • print and submit a hard copy of the Application Form* to the Department, along with the following supporting documents:
    • Articles of incorporation (for a first-time applicant or incorporated in the year, if applicable);
    • Last three regular issues of the financial year (includes marked-up copy);
    • Marked-up copy of the last regular issue of the financial year;
    • All special issues of the financial year;
    • Most recent regular issue;
    • Last three printers invoices of the financial year (printers invoices must clearly show the number of copies printed); and
    • Circulation reports.

Additional information and documents, such as audit circulation reports, financial statements or additional issues may be required to determine the eligibility of a periodical.

*The application form must not be transmitted electronically to the Department to ensure confidentiality of personal information.
