18-month sentence for second engineering executive to plead guilty in Gatineau bid-rigging case June 20, 2019 – OTTAWA, ON – Competition Bureau

• Following a Competition Bureau investigation, criminal charges were laid in June 2018 against Mr. Famery and three others in connection with bid-rigging on a total of 21 City of Gatineau infrastructure contracts awarded between 2004 and 2008.

• The bid-rigging scheme raised the total cost of the 21 contracts by an estimated 33 per cent, or approximately $1.8 million.

• In January 2019, Dave Boulay, formerly Dessau’s Director and Assistant Vice-President, Outaouais, pleaded guilty for participating in the scheme between 2006 and 2008.

• Court proceedings are ongoing against the two remaining accused: André Mathieu, formerly Vice-President and Associate for Cima+ and Claude Marquis, formerly Regional Director, Outaouais for Genivar (now WSP Canada).
