18-month sentence for second engineering executive to plead guilty in Gatineau bid-rigging case

A former executive for engineering firm Dessau received an 18-month sentence, including nine months of house arrest and nine months under curfew, after pleading guilty today in the Superior Court of Quebec to rigging bids for City of Gatineau infrastructure contracts between 2004 and 2006.

Michel Famery, formerly a Regional Vice-President for Dessau, is the second engineering executive to admit participation in a bid-rigging scheme in which several firms conspired to divide up Gatineau infrastructure contracts among themselves.

The City of Gatineau was not aware of the bid-rigging scheme.

Quick facts

  • Following a Competition Bureau investigation, criminal charges were laid in June 2018 against Mr. Famery and three others in connection with bid-rigging on a total of 21 City of Gatineau infrastructure contracts awarded between 2004 and 2008.

  • The bid-rigging scheme raised the total cost of the 21 contracts by an estimated 33 per cent, or approximately $1.8 million.

  • In January 2019, Dave Boulay, formerly Dessau’s Director and Assistant Vice-President, Outaouais, pleaded guilty for participating in the scheme between 2006 and 2008.

  • Court proceedings are ongoing against the two remaining accused: André Mathieu, formerly Vice-President and Associate for Cima+ and Claude Marquis, formerly Regional Director, Outaouais for Genivar (now WSP Canada).
