Purpose and objectives of transfer payment program: The purpose of this grant is to encourage graduate psychology students to choose the specialty of Forensic Psychiatry.

Results achieved: Increased pool of potential employees for CSC.

Indigenous Offender Reintegration Contribution Program (IORCP)

Purpose and objectives of transfer payment program: The objective of the IORCP is to provide funding assistance to facilitate Indigenous offender reintegration support by strengthening community partnerships, enhancing community engagement and increasing awareness of CSC programs within communities.

Results achieved: Enabling agencies to enter into contribution agreements with Indigenous governing bodies, Indigenous not-for-profit organizations, and/or communities provinces, territories, municipalities, and non-profit organizations, towards projects that provide capacity and project management support for Indigenous offender community reintegration initiatives in a reasonable and cost-effective manner.

Engagement of applicants and recipients in 2023 to 2024: Applicants are engaged via well-established network both nationally and regionally with Advisory groups, Indigenous Governments and Indigenous non-profit organizations. CSC also uses its public facing webpage to provide information on the contribution program.

Correctional Service of Canada's National Infrastructure Contribution Program (NICP)

Purpose and objectives of transfer payment program: The objective of the NICP is that contributions are used, where appropriate, to assist CSC in addressing eligible infrastructure priorities in a cost-effective manner and to achieve the departmental strategic objective that “the custody, correctional interventions, and supervision of offenders in communities and institutions, contribute to public safety.”

Results achieved: Enabling agencies to enter into contribution agreements with provinces, territories, municipalities, and non-profit organizations, towards equipment, construction, and infrastructure works done by those bodies, where the agency cannot otherwise do so in a reasonable and cost-effective manner or through existing mechanisms.

Explanation of variances

Expenditures were lower than forecasted for both the IORCP and NICP programs. This was partly due to delays in getting submissions from recipients.
