Royal Canadian Mounted Police (RCMP) Foreign Actor Interference Investigative Team
The law enforcement community plays an essential role in identifying, preventing and mitigating foreign actor interference. Law enforcement is best placed to investigate criminality that may be linked to foreign interference, such as corruption of local officials or the involvement of organized crime groups or other criminal actors that are working as proxies for foreign states. Additionally, through direct community engagement, law enforcement has built the strong relationships necessary to enable community members to report intimidation tactics.
This initiative would see the RCMP enhance its capacity to respond to foreign actor interference in Canada by redeploying investigative resources towards foreign interference activities. The RCMP is in the initial stages of creating a Federal Policing investigative team dedicated to foreign actor interference.
The multi-functional team will analyse and investigate acts of foreign actor interference in Canada or with a connection to Canada, as well as enhance coordination and collaboration amongst law enforcement agencies in Canada and around the world.
The team’s goal will be to conduct investigations with a view toward criminal prosecution or lawful disruption. It will be driven by intelligence and data analysis, with dedicated intelligence support to ensure appropriate targeting of investigations. The team will also have the necessary capacity to build networks with industry, communities, international partners and domestic law enforcement.
