Employment Confirmation Template – Critical (Essential) Services Personnel
The following is a message from the Office of the Chief Human Resources Officer regarding inter-provincial travel for Critical (Essential) Services Personnel:
Further to the announcements by a number of provinces regarding renewed restrictions, including quarantine guidelines, temporary shutdowns, and limiting movement of people within or across their boundaries due to COVID-19, federal employees who are supporting critical services and cannot work remotely, can continue to travel across provincial and territorial borders to go to their workplaces, as needed.
Please refer to the initial message that was sent in April 2020. Critical federal workers should always carry government identification and other photo identification when moving between territorial and provincial boundaries to go to work.
Though not required, out of an abundance of caution, managers may wish to equip their critical employees with the following template letter.

Following the government of Canada measures that have been put in place for COVID-19, as well as those of the municipal and provincial legislatures, this letter confirms that (EMPLOYEE NAME) is employed by (NAME and address OF DEPARTMENT) in a critical service capacity. It is imperative that (NAME) has the freedom of movement both within and across provinces and territories and access to essential infrastructure, including such things as office space [and child care].
