1. Incremental Department of National Defence (DND) Cost is the additional costs for personnel and equipment that are directly attributable to the Canadian Armed Forces (CAF) operation. More specifically, incremental costs include the additional cost to deploy troops and equipment and to provide ongoing maintenance and support during the applicable operation, in addition to any specialized training required for the operation.
Mission descriptions can be found below with significant variances (more than $1,000,000) described as applicable.
2. OP DISTINCTION - CAF Support to the Government of Canada's Military History Commemoration Program. Variance: The variance is the result of DND participating in less activities and events than anticipated in 2016-17.
3. OP LENTUS - CAF support to the Province of Alberta (LENTUS 16-01) to assist with critical firefighting efforts in May 2016 and the Province of New Brunswick for the ice storm (LENTUS 17-01) in February 2017.
4. OP LIMPID - CAF routine domestic surveillance of Canadian air, maritime, land, space, and cyber domains as well as presence in Canada’s aerial, maritime and land approaches.
5. OP PROVISION - CAF support to the Government of Canada in resettling Syrian refugees in Canada.
6. OP CARIBBE (Joint Interagency Task Force South) - Canada's participation in the multinational campaign against illicit trafficking by transnational organized crime in the Caribbean sea and the eastern Pacific Ocean. Variance: The variance is explained as being the result of lower than anticipated ship's operating costs.
7. OP HAMLET - CAF's participation to the United Nations Stabilization Mission (MINUSTAH) in Haiti.
8. OP CROCODILE - Canada's military contribution to the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO).
9. OP NABERIUS - CAF engagement to train the military and security forces in Niger to build capacity. Mission mandate revamped in the Fall 2016 and not forecasted in the Fiscal Year (FY) 2016-17 Business Plan.
10. OP SIRONA - Military component of the Canadian whole-of-government contribution to fighting the Ebola outbreak in West Africa. CAF personnel augmented efforts undertaken by the UK to combat the spread of Ebola virus disease in Sierra Leone in 2015-16. These are the residual expenditures to clear the last standing advances.
11. OP SOPRANO - CAF's participation in the United Nations Mission in the Republic of South Sudan (UNMISS).
12. OP ARTEMIS / COMBINED TASK FORCE 150 (CTF-150) - Task Force operated by Combined Maritime Forces to promote security and stability in the maritime environment by countering terrorist acts and related illegal activities.
13. OP KOBOLD - CAF's support to the development of a capable Kosovo Security Force (KSF).
14. OP REASSURANCE - CAF support to NATO assurance measures through the provision of military capabilities for training, exercises, demonstrations and assigned tasks in Central and Eastern Europe. Variance: The variance is explained by the unexpected costs associated with the pre-deployment training for LATVIA and Exercise ALLIED SPIRIT; and by the amalgamation of OP IGNITION - Canada's periodic participation in the NATO - Airborne Surveillance and Interception Capabilities to meet Iceland's' Peacetime Preparedness Needs mission.
15. OP UNIFIER - Canada's contribution to support Ukrainian forces through capacity building, in coordination with the U.S. and other countries providing similar training assistance. Variance: The variance is explained by the variable training schedule and the amount of personnel required to conduct the training.
16. OP SNOWGOOSE - Canada's contribution to United Nations Force Peacekeeping Force in Cyprus (UNFICYP).
17. OP CALUMET - Canada's participation in the Multinational Force and Observers (MFO) in the Sinai Peninsula. Variance: The variance is explained by the impact of the ongoing MFO reorganisation.
18. OP FOUNDATION - CAF's contribution to multinational counter-terrorism efforts in the Middle East, North Africa and Southwest Asia.
19. OP IMPACT - CAF contribution to the Global Coalition Against Daesh; the multinational coalition to halt and degrade Daesh. Variance: The variance is explained by the construction of a Role 2 Hospital and the 2015-16 equipment reconstitution activities that took place in 2016-17. CANSOFCOM also had unexpected requirements for capital funding to meet new equipment requirements in theatre along with higher than anticipated communication costs.
20. OP JADE - Canada's contribution to the United Nations Truce Supervision Organization (UNTSO) in the Middle East.
21. OP PROTEUS - Canada's contribution to the Office of the United States Security Coordinator (USSC) in Jerusalem.
22. OP RENAISSANCE - Canada's Disaster Assistance Response Team (DART) response to provide humanitarian support to other countries upon request: Earthquake in Ecuador (RENAISSANCE 16-01), Hurricane MATTHEW in Haiti (RENAISSANCE 16-02), and Earthquake in New Zealand (RENAISSANCE 16-03).
23. Other - Includes Canadian Special Operations Forces Command missions, other support costs for various small missions including the Operations Support Hubs (OSH). Variance: The variance is explained by CANSOFCOM expenditures culminating through the emergence of unexpected contingency missions that occurred above their baseline funding. As a result, additional expenditures for travel costs, allowances, accommodations and food arose.
24. Revenues/Recoveries - No revenues were received in FY 2016-17.
