How it works
Public Services and Procurement Canada administers the calls for proposals on behalf of the Department of National Defence on their website, buyandsell.gc.ca. These calls invite innovators to submit their innovative solutions to specific defence and security challenges.
IDEaS Competitive Projects aims to encourage and progress innovative solutions through a four component process.

The objective of this Component is to establish the merit, innovativeness and impact of a solution to address a specific defence and security challenge. Entry into this Component is for solutions within Solution Readiness Level (SRL) 1-6 (inclusive). Innovators present their solution in a proposal that is submitted in response to a Call for Proposal (CFP) found on buyandsell.gc.ca. Proposals are evaluated and only solutions that meet the evaluation, selection criteria and all other requirements of the CFP may be funded. Funds are limited to a maximum of $200,000 for a maximum period of six months.
Solutions from Component 1a that are successful and of interest to Canada may be invited to participate in further component(s).
The objective of this Component is to continue the S&T efforts of Component 1a solutions for the purpose of progressing the solution to a higher SRL. Entry into this Component is for successfully completed Component 1a solutions that are promising to Canada. Funds are limited to a maximum of $1,000,000 for a maximum period of one year.
Component 2: S&T Solution Advancement
The objective of this Component is to continue the development of solutions up to SRL 9 for solutions that are promising to Canada. Funds are limited up to $20M (non-IDEaS Program Funding).
Component 3: Sandbox
The objective of this Component is to enable the solution to be tested or demonstrated in a suitable environment and to receive feedback from DND on its applicability.
Component 4: Test Drive
The objective of this Component is for DND operators to assess a solution’s effectiveness in a realistic setting.
