Operation HONOUR roles and responsibilities for CAF leaders and members

Understand what is expected of you as a CAF member and as part of the leadership team.

Understand: Roles and Responsibilities

Leadership Team:

  1. Ensure personnel are familiar with their roles and responsibilities in the four lines of effort of Operation HONOUR;
  2. Establish clear expectations and boundaries;
  3. Operationalize the strategic objectives of Operation HONOUR; and
  4. Provide unit professional development activities, and training and education activities in support of Operation HONOUR.

CAF members:

  1. Attend professional development activities, and training and education activities in support of Operation HONOUR;
  2. Identify inappropriate sexual behaviour;
  3. Identify bullying, harassment, and hazing;
  4. Identify retaliation and reprisal;
  5. Distinguish between forms of consent and non-consent; and
  6. Base professional relationships on trust and respect, aligned with CAF ethics and values.

Prevent: Roles and Responsibilities

Leadership Team:

  1. Ensure personnel receive training for their roles and responsibilities in Operation HONOUR;
  2. Conduct regular, continuing professional development sessions;
  3. Align and maintain command climate with CAF values;
  4. Reinforce Operation HONOUR-appropriate behaviours; and
  5. Enforce standards of conduct.

CAF members:

  1. Intervene in instances of sexual misconduct;
  2. Reinforce Operation HONOUR-appropriate behaviours;
  3. Prevent and respond to bullying, harassment, and hazing;
  4. Enforce standards of conduct; and
  5. Promote a culture in which bystander intervention is widely accepted, expected, implemented and supported.

Support: Roles and Responsibilities

Leadership Team:

  1. Create a safe environment for victims/survivors;
  2. Identify members who need support;
  3. Identify sexual assault support resources provided by the CAF and the community;
  4. Facilitate access to support resources;
  5. Ensure the victim/survivor’s safety;
  6. Encourage the victim/survivor to get medical care;
  7. Develop safety plan; and
  8. Provide continued support to victims/survivors.

CAF members:

  1. Respond to disclosures of sexual assault and sexual harassment using a victim-centred approach;
  2. Provide continued support to victim/survivor;
  3. Demonstrate compassion and empathy for individuals who have been sexually assaulted or sexually harassed; and
  4. Practice self-care.

Respond: Roles and Responsibilities

Leadership Team:

  1. Respond to incidents of sexual misconduct;
  2. Apply policies;
  3. Probe suspected instances of sexual misconduct;
  4. Manage cases of sexual misconduct;
  5. Apply disciplinary, administrative and/or academic measures as required;
  6. Prevent and respond to acts of reprisal;
  7. Provide ongoing victim support; and
  8. Maintain confidentiality of information.

CAF members:

  1. Respond to instances of sexual misconduct;
  2. Prevent and respond to acts of retaliation and reprisal; and
  3. Maintain confidentiality of information.
