Over-the-counter (OTC) drugs benefit information card

Canadian Forces Members:

1. The Canadian Forces is pleased to present you the Over-the-counter Drugs Benefit program (OTC card program). Along with a valid Blue Cross card, you may now obtain selected non-prescription medications to treat minor, self-limiting ailments, after consultation with a civilian pharmacist.

2. The access to OTCs directly from a civilian pharmacist is a privilege and not an entitlement. The access will be equivalent to the one available at a Base Pharmacy. If you believe you require a non-prescription medication for a minor medical ailment, contact a civilian pharmacist that accepts the Blue Cross card. The pharmacist will assess if, in fact, an over-the-counter drug is appropriate to treat your ailment, or if you need to be referred to a physician. Present to the pharmacist your OTC card along with your Blue Cross and identity cards.

3. If an eligible over-the-counter drug benefit is recommended to treat your ailment, the pharmacist will document your name, service number, treated ailment, and recommended medication; your signature will also be required to authorize the transmission of the claim on the Blue Cross network.

4. All the instructions for the pharmacist are on the OTC card. Once the transaction has been successfully transmitted to Blue Cross, you will not have any out-of-pocket expenses.

5. You may utilize this service solely for your personal needs. The access to non-prescription benefits is for the acute treatment of minor ailments of the Member only, and not for family members.

6. Use of the OTC card is intended solely for members whose unit is without usual military pharmacy services. Members who have access to a Base Pharmacy shall not use the OTC card.

7. Use of the card is a privilege and not an entitlement. The CF could revoke this privilege and recover money it paid for medications from military members who make inappropriate use of the OTC card.

8. Members who choose to make use of the OTC card, consent to the CF tabulating and analyzing OTC drug use data for statistical epidemiological purposes.

9. Aircrew members who choose to make use of the OTC card are required to follow all regulations regarding use of medication (including non-prescription medications) use and flying.

Your participation in this program is entirely voluntary and you may refuse to participate or withdraw from the study at any time without jeopardy to your access to further health care services. If you wish to not participate in the survey, you can still obtain over-the-counter medications as before, that is, with a prescription from your doctor.
