Requirement for Prompt Reporting of Casualties

  1. Upon occurrence of a casualty, it is imperative that initial notification to the Comd and DComd Natl CJCR Sp Gp be completed by the fastest means possible. Notification from authorized activities is to be made through the applicable RCSU, the RCSU CO or his/her delegated representative shall contact the Comd and DComd at the numbers below. A follow-up e-mail providing general details that can be sent unprotected shall immediately follow the initial phone notice:

    1. Comd – (613) 302-0534(BlackBerry)

  2. The aim of this CANCDTGEN is to remind all in the Chain of Command of the requirement for prompt reporting of casualties via three distinct and complementary processes:

    1. Provision of initial notification to the Comd and DComd Natl CJCR Sp Gp for all cases involving CAF Members, cadets and civilian instructors with simultaneous notification to the Canadian Forces Integrated Command Centre (CFICC) for cases involving CAF Members;

    2. Provision of casualty details via the Casualty Report (CASREP) for CAF Members and the DND 2299 for cadets and civilian instructors; and

    3. Generation of the Significant Incident Report in accordance with Ref F.

  3. Direction in this message is to be read in conjunction with Refs A to E for cases involving CAF Members and Refs F and G for cases involving cadets and civilian instructors.

  4. CAF Members, cadets and civilian instructors serve and work in a variety of environments that may at times expose them to hazardous conditions that may result in injuries or casualties. For the purposes of the Natl CJCR Sp Gp a casualty is defined as a CAF Member, cadet or civilian instructor who is seriously ill or injured, very seriously ill or injured, missing or dies.

  5. As an institution the CAF and the Canadian Cadet Organizations (CCO) have an obligation to care for our members that become casualties. This necessity can include a requirement to inform the MND and CDS through the VCDS so they may address any public comment or media question that arises.

  6. In cases where the casualty is a CAF member, the following actions are required:

    1. Immediately contact the Comd and DComd by phone, followed by an unprotected e-mail providing general details;

    2. As noted at Ref B, all circumstances resulting in a CAF member becoming a casualty, whether on duty or not, must be appropriately reported and documented by means of an initial CASREP. This report will be emailed at the earliest opportunity and will not be delayed pending accumulation of amplifying details on the incident/accident;

    3. In addition to the initial CASREP, subsequent CASREPS are required to inform the directorate of Casualty Support Management (DCSM) and the Senior Leadership of any change in the status or location of a casualty to provide amplifying information not available at the time of release of the initial CASREP. Details on CASREPS can be found at Ref C, Chapter 1, paragraphs 10 to 13;

    4. As per Ref F, a significant incident is one that will, or may, create public interest, or is likely to be the subject of questions to the MND or other senior department officials. A significant incident may be an aircraft accident, injuries or death where the circumstances are likely to give rise to public comment, fires involving injuries or death, injuries or death related to suicide or a possible suicide attempt will require immediate reporting via the chain of command. The dispatch of a SIR does not negate the requirement for a CASREP in cases involving CAF members; and

    5. Follow-up SIRs shall be produced as additional information becomes available.

  7. In cases where the casualty is a cadet or civilian instructor, the following actions are required:

    1. Immediately contact the Comd and DComd by phone, followed by an unprotected e-mail providing general details;

    2. As noted in Ref G, all circumstances resulting in a cadet or civilian instructor becoming a casualty while participating in authorized cadet activities, must be reported and documented by means of a DND 2299. This report will be emailed at the earliest opportunity and will not be delayed pending accumulation of amplifying details on the incident/accident;

    3. As per Ref F, a significant incident is one that will, or may, create public interest, or is likely to be the subject of questions to the MND or other senior department officials. A significant incident may be an aircraft accident, injuries or death where the circumstances are likely to give rise to public comment, fires involving injuries or death, injuries or death related to suicide or a possible suicide attempt will require immediate reporting via the chain of command. The dispatch of a SIR does not negate the requirement for a DND 2299 in cases involving cadets or civilian instructors; and

    4. Follow-up SIRs shall be produced as additional information becomes available.

  8. DCSM has developed a Casualty Administration Manual (Ref C) that contains the latest information and reporting requirements for CAF Members.
