Amendment CATO 23-10

Ref: CATO 23-10, Reserve Employment Opportunity Selection Process

1. Effective immediately, the following paragraph replaces Paragraph 3 of Annex C to CATO 23-10:
   
   
   1. The purpose of the selection process is to identify the most suitable candidate to perform the tasks required. The first priority for positions that are competed within COATS must be given to those members who qualify for the position and hold the substantive rank required of the position. In the case where a qualified member of the correct rank is not available, a lower ranking member may be awarded the position. In the event the member is qualified for promotion, a promotion to substantive higher rank may result.
   
   
2. The remainder of the CATO is unchanged.
