- This CANCDTGEN is to provide direction on the Corps/Squadron use of Logistik Unicorp (LU) points for the upcoming 2024/2025 training year.
- The uniform program for the Cadets and Junior Canadian Rangers Group (CJCR Gp) is funded and managed by Assistant Deputy Minister Materiel (ADM(Mat)) through Director of Soldier Systems Program Management (DSSPM). In April 2024, DSSPM updated all Non-Operational Clothing and Footwear Contract (NOCFC) catalogues, including CJCR Gp catalogues, to reflect necessary and overdue pricing adjustments.
- In April 2024, CJCR Gp received its baseline funding allocation of LU points from DSSPM. The adjustments to item cost and the allocation will affect the number of uniform items that CJCR Gp will be able to order this training year.
- To mitigate the impact of the adjustments, Commander CJCR Gp has directed that the issuing of the Cadet Service Dress uniform will be limited. Effective immediately, for training year 2024/2025, any cadet joining the program after 1 July 2024, is authorized to be issued one Field Training Uniform/Sea Training Uniform (FTU/STU), with the exception of:
- any cadet that is placed in Year 3 of the Cadet Program, in accordance with Ref B, is authorized to be issued one FTU/STU and one Cadet Service Dress uniform.
- Additionally, the following materiel management practices must be adhered to:
- all uniform pieces, with the exception of next to skin items as defined in Ref C, must be recycled and re-issued unless they are more than 50% faded or the item is deemed unacceptable for wear due to other factors such as tearing or staining;
- all uniform pieces must be recovered from a cadet that has been struck off strength from a unit;
- units must prioritize issuing items that are held within their uniform stores prior to ordering new items from LU; and
- Corps/Squadrons must maximize their efforts within their Areas and Zones to share surplus uniform items.
- LU points are to be used exclusively for the initial issue or replacement of individual uniform pieces needed for a cadet. Corps/Squadrons shall not make bulk orders of surplus items for their uniform stores.
- Questions can be directed to CJCR Gp HQ J4 at CJR-J4HQ-J4QG@forces.gc.ca.
