24-11 – Cadet Instructors Cadre Quality Management Framework

Cadet Administrative and Training Orders (CATOs)


1. This order should be read in conjunction with the following references:

  1. CATO 24-01, Cadet Instructors Cadre Professional Development System;
  2. CATO 24-02, Cadet Instructors Cadre Individual Training and Education;
  3. CATO 24-03, Cadet Instructors Cadre Training Organization;
  4. CATO 24-08, Cadet Instructors Cadre Program Evaluation;
  5. DAOD 5031-2, Individual Training and Education Management Framework;
  6. DAOD 3009-1, Quality Management;
  7. A-P9-050 Manual of Individual Training; and
  8. Treasury Board of Canada Management Accountability Framework.

Purpose

2. This order prescribes the policies associated with implementing a quality management framework (QMF) within the Cadet Instructors Cadre Training Organization (CIC Trg Org).

Introduction

3. The principles of quality management, applied under the federal government’s Management Accountability Framework (MAF) and under the Department of National Defence’s (DND) Quality Program, provide a framework for management excellence that focuses on meeting client needs, establishing continual improvement as an organizational objective, and providing evidence of accountability.

4. The QMF is comprised of the organizational structure, procedure, processes, and resources needed to implement quality management within the CIC Trg Org. The QMF is designed to provide confidence to stakeholders that requirements for quality will be met.

QMF Principles

5. The following principles for quality form the foundation for long-term improvement:

  1. leadership through involvement;
  2. major focus on stakeholders;
  3. cooperation and teamwork;
  4. prevention-based process management;
  5. factual approach to decision-making;
  6. continuous learning and people involvement;
  7. continuous improvement and breakthrough thinking; and
  8. fulfillment of obligations to all stakeholders.

QMF Criteria

6. The CIC Trg Org QMF consists of the following criteria:

  1. leadership;
  2. people focus;
  3. planning;
  4. process management;
  5. candidate focus; and
  6. partner focus.

Performance

7. The QMF will:

  1. reduce potential risks;
  2. enhance policy development;
  3. provide a basis for leading and managing the CIC Trg Org;
  4. enable continuous improvement;
  5. foster a focus on quality; and
  6. ensure training is in line with international best practices.

Responsibilities For QMF

8. QMF responsibilities within the CIC Trg Org are allocated as follows:

  1. Director Cadets and Junior Canadian Rangers (D Cdts & JCR) will develop strategic guidance;
  2. Training Executive Council (TEC) will develop strategic objectives;
  3. Director Cadets 6 – Personnel Policy and Training (D Cdts 6 – Pers Pol & Trg) will be the champion for quality within the CIC Trg Org;
  4. Personnel Training Coordination (Pers Trg Coord), assisted by the Training Program Evaluation (Trg Prgm Eval) Officer, will manage the QMF as a nationally controlled activity;
  5. Training Management Board (TMB) will monitor the QMF;
  6. Quality Leadership Team (comprised of key D Cdts and RCIS members) will lead the design and implementation of quality development activities;
  7. Regional Cadet Instructor Schools (RCISs) will be the Centres of Excellence for adult learning and training; and
  8. additional stakeholders will contribute to the continuous improvement process.

Quality Management Framework

9. The TMB endorsed the National Quality Institute’s Progressive Excellence Program for the Public Sector (NQI PEP® FPS) as the program to implement and manage quality within the CIC Trg Org.

10. NQI PEP® FPS serves as a management, implementation, and assessment program to enhance and nurture a quality focus foundation for long-term improvement, and to achieve sustained organizational performance and results.

11. The CIC Trg Org will strive to obtain recognition at the four levels of the NQI PEP® FPS:

  1. Level 1 - Foundation. This level focuses on the CIC Trg Org’s approach to excellence, commitment to continuous improvement and implementation of a long-term strategy;
  2. Level 2 - Planning and Stability. This level builds on the foundation of commitment. The CIC Trg Org must demonstrate an understanding of the approach to excellence and improvement and have good results in several key NQI criteria;
  3. Level 3 - Improvement and Achievement. At this level, the CIC Trg Org must demonstrate wide implementation of its strategic focus on excellence through understanding and application of NQI criteria, with positive results achieved in all key areas; and
  4. Level 4 - Trends and Continuous Improvement. Level 4 builds on the other levels. The CIC Trg Org must demonstrate that it has achieved good to excellent overall results and be able to show documented trends from improvement efforts.
