Defence procurement announcements

This Government is doing procurement fairly, getting the right equipment for the Canadian Forces, at the best price for Canadians, with the right benefits for Canadian industry.

The Industrial and Regional Benefits (IRB) program is an applied requirement for defence projects over $100 million, which means that every dollar the Government of Canada pays a contractor, the contractor must spend an equivalent amount inside Canada.

IRBs allow the federal government to lever long-term industrial and regional development from defence investments. This ensures that no matter where defence equipment is from, the Canadian economy benefits from the Government's investment.

Production on the first Armoured Combat Support Vehicle (ACSV) has begun in London, Ontario at the General Dynamics Land Systems-Canada manufacturing facilities. These new vehicles will fulfill a variety of combat support roles such as that of Troop/Cargo Vehicle (TCV), ambulance, command post, and mobile repair and recovery.

The RCN marked the most significant milestone in its shipbuilding programme with the delivery of the first new Arctic and Offshore Patrol Ship (AOPS). Her Majesty’s Canadian Ship (HMCS) Harry DeWolf, the first of a class of six, is named in honour of Vice-Admiral Harry DeWolf, a Canadian wartime naval hero.

An in-service support contract was awarded to Fleetway Inc. to provide a full range of technical data management and systems engineering support services for the RCN’s fleet of Halifax-class ships. The Government of Canada is replacing two Challenger model 601 utility aircraft with two Challenger model 650s for the Canadian Armed Forces to allow for continuation of mission critical roles. The retiring aircraft that entered service in the 1980s, fall short of operational requirements and are nearly obsolete due to new rules in the United States & Europe that will restrict their ability to fly internationally before the end of this year.

Defence Minister Harjit S. Sajjan announced today the delivery of the last mobile workspaces from DEW Engineering and Development for use by the Canadian Armed Forces (CAF) as medical and dental clinics, workshops, field kitchens and command posts.

The new mobile workspaces were procured as part of the Medium Support Vehicle System (MSVS) project which aims to modernize the CAF’s fleet of logistical trucks and mobile workspaces. They were delivered on time and on budget.

The Government of Canada is committed to providing the women and men of the Royal Canadian Navy with the modern equipment needed to protect Canadians at home and abroad.  Keeping with this commitment, a ceremony was held today marking the completion of the Halifax-class Modernization/Frigate Life Extension (HCM/FELEX) project, which provided state-of-the-art upgrades, allowing Canada’s fleet of 12 Halifax-class frigates to meet 21st century threats.

The Government of Canada is building a more agile, better-equipped military, while ensuring the best value for Canadians. On September 29, 2016, the Government exercised a contract option to extend the weapon effects simulation (WES) system in-service support contract with Cubic Global Defense.

The military uses simulation systems, such as the WES system, within rural and urban settings to train soldiers. The WES system integrates electronic components on weapons, soldiers and vehicle platforms used in combat with lasers to create realistic training outcomes. As well, the WES system provides precise feedback on the soldier’s performance during the simulation to monitor the effectiveness of individual and collective skills.

Today, the Government of Canada has announced that it will launch, within its current mandate, an open and transparent competition to replace the legacy fleet of CF-18 fighter aircraft. This competition will ensure that the Government gets the right aircraft for our women and men in uniform – at the right price – while maximizing economic benefits to Canadians.

Today, the Royal Canadian Air Force (RCAF) marked the completion of a major upgrade of all 17 CC-130J Hercules aircraft, keeping Canada’s CC-130J Hercules at the forefront of airlift operations. The 17th and last upgraded Hercules was received on October 13, 2016.

The modifications include significant improvements to navigation, communication, and maintenance capabilities. The Hercules model J can now fly more efficiently amongst large commercial aircraft in heavily congested and controlled airspace and perform much more fuel-efficient long-range flights. It can now also conduct approaches in poor visibility and receive critical mission information from allied ground, air, and naval partners via a high-speed, encrypted link.

The Government of Canada is committed to ensuring the women and men of the Canadian Armed Forces have the equipment and training they need to perform their duties. Defence Minister Harjit S. Sajjan today announced a contract for 6,820 new rifles to support the Canadian Rangers during northern operations.

These modern rifles, produced by Colt Canada, will help ensure that the Canadian Rangers can safely and effectively carry out surveillance and sovereignty patrols in Canada’s North. The rifles will be phased into the Rangers’ use starting early in 2017, until they are fully equipped by 2019.

Foote, and the Minister of Veterans Affairs and Associate Minister of National Defence, Kent Hehr, today announced $36 million of funding to Raytheon Canada Limited for the acquisition of up to 58 Naval Remote Weapon Stations. The new weapon stations will be installed on Canada’s existing fleet of Halifax-class modernized frigates, as well as on the future Queenston-class Joint Support Ships. The contracts awarded today will also ensure ongoing overhaul and maintenance of the equipment for an initial five years, and include two weapon stations for use in training at both the east and west coast fleet schools.

Following the testing period, and any necessary design amendments, a second contract will be awarded to Colt Canada to produce 6500 rifles, which will be phased into use by the Rangers between mid-2016 and late-2019.

The Canadian Armed Forces is a major step closer to operating a new world-class maritime helicopter fleet with the official acceptance of six CH-148 Cyclones. Defence Minister Jason Kenney joined Public Works and Government Services Minister Diane Finley, as well as Regional Minister for Nova Scotia and Justice Minister Peter MacKay, at 12 Wing Shearwater today to mark this important milestone.
