Québec and Ottawa provide over $900,000 to modernize Port de Havre-Saint-Pierre’s Portail Pélagie-Cormier

Infrastructure modernization

Havre-Saint-Pierre, Quebec, July 16, 2026 – The Government of Canada and the Government of Quebec are announcing a total of $910,309 in investments in the Port de Havre-Saint-Pierre to modernize and optimize the Portail Pélagie-Cormier, a key reception pavilion for tourism and economic development in Minganie. The total project cost sits at over $1.6 million.

Through this strategic project, the Port de Havre‑Saint‑Pierre will be able to consolidate its role as a regional economic driver, in particular by improving the quality of the services it offers to renters, cruise passengers and visitors. It also aims to ensure the durability of the tourist reception building, guaranteeing its functionality and performance in the long term.

The Portail Pélagie-Cormier project will be implemented in three phases:

1. Modernization of the reception building and upgrading of the public spaces, as well as the addition of a new public workspace;
2. Refurbishment of a portion of the second floor by adding three rental offices and a washroom accessible to individuals with reduced mobility.
3. Optimization of the building’s exterior to improve the visitor experience.

The project directly aligns with the tourism and economic priorities of the MRC de Minganie and the Ville de Havre-Saint-Pierre, which support the sustainable development of their natural, maritime and cultural assets.

The Honourable Mélanie Joly, Minister of Industry and Minister responsible for Canada Economic Development for Quebec Regions (CED), joins Kateri Champagne Jourdain, Minister of Natural Resources and Forests, Minister Responsible for the Société du Plan Nord and Member for Duplessis, to announce this project today. • Under this project, the Government of Canada is providing a non-repayable contribution of $366,236 through CED’s Quebec Economic Development Program (QEDP). For its part, the Government of Quebec, through the Société du Plan Nord’s opportunity envelope, is granting $544,046.
• The QEDP aims to help communities seize economic development and diversification opportunities that are promising for the future.
• CED is a key federal partner in Quebec’s regional economic development. Through its 12 regional business offices, CED accompanies businesses, supporting organizations and all regions across Quebec into tomorrow’s economy.
• The Société du Plan Nord’s mission is to contribute to the comprehensive, coherent development of Quebec’s northern territory, in accordance with the direction outlined by the government. It does so in consultation with representatives of concerned regions and Indigenous nations and the private sector.
• The project is also receiving support from several partners contributing to its implementation. Événement Attraction Québec – Support Fund for the Development of Tourism Offers in Quebec is providing $40,000 in assistance. The MRC de Minganie is providing the initiative with an investment of $20,385. Rio Tinto Fer et Titane is investing $65,898. Finally, the Port de Havre-Saint-Pierre is rounding out the financing with a contribution of $595,573, for a total project cost of $1.6 million.
