Consulting Canadians on maternity/parental and caregiving benefits and leaves under the Canada Labour Code

The consultation on maternity, parental and caregiving benefits took place between October 6 and November 4, 2016. We would like to thank everyone who gave us their comments during this consultation. The online survey that was available during this period is no longer active.

During the consultation, we heard from Canadians in communities across the country, including parents and caregivers. As part of the consultation, to give Canadians some context on the issue, the Department posted Discussion Papers on more flexibility for Parents and Caregivers. In total, the consultation platform received 11,581 visits, and 2,156 completed responses in our online survey, forums and quick polls. We’ve also received 24 written submissions from companies, professional associations, not-for-profit organizations and other partners.

In order to complement the feedback received from the online consultations, the Honourable Jean‑Yves Duclos, Minister of Families, Children and Social Development also hosted a roundtable discussion on November 18, 2016 with various stakeholders, including worker and employer groups, family advocates and academics. What

The Government of Canada is considering new options to better help parents and their families by providing greater flexibility with EI parental and caregiving benefits and leaves under the CLC. These options would result in the same amount of benefits paid – existing EI special benefits and CLC leaves would remain in place. However, offering Canadians additional options could better support their parental and caregiving responsibilities, as well as their individual family situations.
