Joint Statement by the CETA Domestic Advisory Groups (DAGs) – November 11, 2019
Meeting on Monday November 11th, 2019, in Ottawa, Canada, on unceded Algonquin territory, we, the Domestic Advisory Groups (DAGs) of Canada and the European Union (EU), jointly state that:
We are pleased that this was the first meeting of all three DAGs. We have shared an overview of the work of our respective DAGs and we look forward to fruitful cooperation and to developing joint priorities. The meeting took place back-to-back with the Civil Society Forum and the TSD Committee meeting.
We emphasize the economic, social and environmental pillars of sustainable development are fundamental to the effective implementation of CETA and its TSD chapters. The DAGs have an essential role in monitoring implementation.
In doing their work and establishing common ground, the DAGs will respect diversity of peoples and perspectives within Canada and the EU.
We strive to work together on common priorities related to our mandates (e.g., sharing best practices, developing case studies, discussing criteria for assessing implementation, etc.).
We seek to enhance knowledge about sustainable development in CETA and promote engagement from a wide-range of civil society.
In order to effectively monitor CETA implementation, we call on the Parties to:
- Continue to provide resources for at least an annual face-to-face DAG-to-DAG meeting.
- Ensure full transparency about all their activities under CETA relevant to sustainable development.
- Provide timely and equal access to relevant information and data.
A TSD Early Review process has been ongoing since September 2018 between Canada and the EU “with a view to the effective enforceability of CETA provisions on trade and labour and trade and environment” as indicated in article 10 of the Joint Interpretative Instrument. We ask to be regularly informed and consulted on the TSD Early Review.
The EU DAG would like to thank Canada and especially their Canadian colleagues for receiving them and look forward to the next joint meeting in Brussels next year.
