Purpose and objectives of transfer payment program

The purpose is to advance conservation of biodiversity and sustainable development.

The overall objective of these terms and conditions is to conserve, protect and recover Canada’s wildlife including species at risk and their habitat (including critical habitat) and healthy populations of migratory birds. Actions taken under these terms and conditions will also contribute to Canada’s biodiversity strategy and related domestic and international partnership interests, including the establishment and management of protected areas, other effective conservation measures, Indigenous protected and conserved areas and Indigenous people’s capacity to participate in conservation; and support actions to reduce Canadian greenhouse gas (GHG) emissions.

Results achieved
  • In 2021-2022, $23.9M was awarded to 14 Nature Smart Climate Solutions Fund place-based projects, across Canada, to build climate resiliency through the restoration, maintenance, and conservation of lands. Additionally, $939,000 was awarded to 8 Nature Smart Climate Solutions Funds Sectors Based Policies projects to engage the forestry, agriculture, urban development, mining, oil and gas sectors in updating, developing and/or implementing policies and tools to reduce net greenhouse gas emissions
  • In 2021-22, the Aboriginal Fund for Species at Risk awarded over $1.7 million to 35 new projects to support the development of Indigenous capacity to participate in the implementation of the Species at Risk Act (SARA), and to support and promote the conservation, protection and recovery of SARA-listed and/or Committee on the Status of Endangered Wildlife in Canada-assessed species, including culturally important species, and their habitats on Indigenous lands or territories
  • In 2021-22, the Indigenous Guardians Initiative invested $8.3M in 43 projects that provided Indigenous peoples with greater opportunity to exercise responsibility in stewardship of their traditional lands, waters, and ice, while also working to increase climate resilience of first nation lands.
  • In 2021-22, the Habitat Stewardship Program awarded over $6.0M in funding to 69 new terrestrial projects and 50 previously approved multi-year projects to support terrestrial stewardship projects for the recovery of species at risk and the protection of their habitat.
  • In 2021-22, $2.4M in Contributions were collectively provided to 6 different partners to support delivery of the North American Waterfowl Management Plan. Partners leveraged this funding into much more substantive investment by other federal and non-federal partners (in both Canada and the United States) in habitat conservation efforts
  • In 2021-22, the Species at Risk Partnership on Agricultural Lands Initiative invested over $2.5 million in 7 new projects and 13 previously approved multi-year projects to conserve and protect species at risk on agricultural lands. The projects contributed to increasing capacity for farmers and ranchers to integrate conservation into farm-level operations through strategic and farm-level conservation action planning, and the implementation of beneficial habitat management practices
  • In 2021-22, under the Powley Initiative, $400,000 was awarded to 5 Métis organizations/governments in order to support capacity building and the collection and sharing of migratory game bird harvest data.
  • In 2021-22, $133,000 in Contributions were collectively provided to 4 national Indigenous representative organizations to support them in engaging in and providing input on the development and implementation of policies and programs related to conservation, wildlife and biodiversity, including Canada’s positions regarding the post-2020 global biodiversity framework being developed under the Convention on Biological Diversity
  • A $928,439 contribution to Nunavut Tunngavik Incorporated supported the establishment of a community-driven ecotourism development program, including an Inuit Tourism Providers Fund and ecotourism initiatives for the three candidate National Wildlife Areas in Nunavut.
  • A $1.45M contribution to Wildlife Habitat Canada was awarded to manage the Canadian Wildlife Habitat Conservation Stamp Initiative that enabled 25 conservation partner-led projects to support waterfowl and migratory birds by conserving or restoring 10,135 hectares of habitat across Canada and engaging over 29,000 Canadians in conservation and stewardship activities.

Results achieved
Lake Winnipeg Basin Program (LWBP)

As part of the $25.7 M commitment through Budget 2017, the LWBP funded $520 K in 2021-22 for 10 new projects implemented by stakeholders and partners to reduce excessive nutrients, increase Indigenous engagement and strengthen collaboration to protect Lake Winnipeg and its basin. The projects enable Indigenous peoples, watershed organizations, academics, citizen scientists and others to collectively achieve nutrient-reduction results by 2021-22.

The LWBP continued to support the Lake Winnipeg Research Consortium’s operation of the only in-lake science platform. The Program also supported the operation and efforts to expand awareness and use of the University of Manitoba’s Canadian Watershed Information Network (CanWIN), an open-access data and information portal that enables data sharing and analysis with residents, watershed managers and researchers in the Lake Winnipeg Basin.

Work continued with existing water governance mechanisms to explore options and opportunities to work collaboratively in reducing nutrients loading throughout the basin, including the development and implementation transboundary nutrient objectives. This includes working with the Manitoba government to implement the Canada-Manitoba Memorandum of Understanding (MOU) Respecting Lake Winnipeg and the Lake Winnipeg Basin, which was signed in August 2021. The MOU will continue to facilitate the ongoing long-term collaboration between the two governments to support the sustainability and health of the Lake Winnipeg Basin.

In 2021-22, Environment and Climate Change Canada (ECCC) continued to implement the Lake Winnipeg Science Plan; however, a significant of amount of planned fieldwork could not proceed in 2021-22due to COVID-19 implications. As such, data collected by partners along with historical data enabled significant progress to be made on quantifying nutrient sources and transport processes via tributaries to Lake Winnipeg.

The Lake Winnipeg Science Plan’s research findings will improve the understanding of Lake Winnipeg’s response to nutrient reduction actions in the basin, the impact of climate variability on nutrient loading, and the impact of zebra mussels on nutrient cycling and the food web in Lake Winnipeg. It will also provide sound science to inform policy and nutrient management action.

To support knowledge transfer, ECCC continued to develop and share information on Lake Winnipeg-based science efforts including the annual Lake Winnipeg Basin Algal Bloom Severity Index Report, several papers published in the Special Edition of the Journal of Great Lakes Research focusing on Lake Winnipeg; as well as, webinars to share scientific findings with stakeholders. Additionally, ECCC hosted a virtual symposium in January 2022 to highlight project activities and research undertaken through the Lake Winnipeg Basin Program.

Great Lakes Protection Initiative

In 2021-22, $2,363,409 was provided to support single and multi-year partner-led G&C projects to address priorities for action (restoring Areas of Concern, preventing toxic and nuisance algae, reducing releases of harmful chemicals, engaging Indigenous peoples, and increasing public engagement through citizen science). Highlights of results achieved include:

  • 100% of Great Lakes projects were delivered on time, on scope, and on budget.
  • 36 Indigenous organizations/communities and two Indigenous organizations (Chiefs of Ontario and Metis Nation of Ontario) participated in Great Lakes decision-making processes and projects that supported the restoration and protection of Great Lakes water quality.
  • Funded 22 new partner-led projects to restore water quality and ecosystem health in Areas of Concern.
  • Funded three new partner-led projects to engage Indigenous Peoples in addressing Great Lakes issues.
  • Funded one new partner-led project to help prevent toxic and nuisance algae.
  • Funded six new projects to increase public engagement on Great Lakes issues.
Atlantic Ecosystems Initiatives (AEI)

AEI funding of $288,729 was provided to six new projects to enhance integrated ecosystem planning and decision-making, increase ecosystem knowledge and science, and undertake actions to conserve, restore and enhance water quality in two priority ecosystems: Wolastoq/Saint John River Watershed and the Southern Gulf of St. Lawrence. Successful recipients included the Kennebecasis Watershed Restoration Committee, Saint Mary’s University, Dalhousie University, Clean Nova Scotia Foundation, the St. John River Society, and Collège communautaire du Nouveau-Brunswick (New Brunswick Community College).

In addition, six projects were successfully completed in 2021-22. Project results included the assessment, monitoring, modeling, and/or mitigation of multiple stressors and their cumulative effects on water quality in Atlantic Canada ecosystems.

St. Lawrence
  • The Canada-Quebec Agreement on the St. Lawrence 2011–26.
  • ZIP Program (Programme Zones intervention prioritaire): 13 Agreements to engage communities along the St. Lawrence to have positive impacts on the St. Lawrence ecosystems. $1,100,000.00 engaged.
  • CIP (Community Interaction Program): six new agreements and eight ongoing agreements in order to raise awarness and to conserve and restore the St. Lawrence ecosystems. $435,932.00 engaged.
EcoAction Community Funding Program

In 2021-22, the EcoAction Community Funding Program provided approximately $3.93 million over 36 months for new community-based projects that aim to deliver positive results related to the protection and conservation of Canada’s freshwater resources. The 49 new projects helped protect and conserve Canada’s freshwater by taking action to divert and reduce harmful substances like plastic waste, restore aquatic habitat, and encourage actions to conserve freshwater resources. All projects involved one or more of the Departmental Priority Groups: Indigenous peoples, Youth and Small Businesses.

In 2021-22, EcoAction continued funding 57 ongoing projects for a total contribution of approximately $4.4 million. Those projects help advance Departmental priorities by engaging Canadians in delivering positive environmental outcomes.

Findings of evaluations completed in 2021-22

The Evaluation of the Great Lakes Protection Initiative (approved in January 2022) has identified opportunities to better align parameters of the G&Cs with the environmental priorities of Indigenous organizations and governments, the need for enhanced support for Indigenous applicants, and to further engage Indigenous participants prior to the funding decisions. An opportunity for G&Cs reporting templates to include more quantitative indicators was also identified.

Recommendations were made to implement good practices to enhance and strengthen Indigenous engagement and participation in the Great Lakes Protection Initiative G&C programs and projects, as well as to review monitoring tools to further incorporate quantitative performance indicators.

Also, the Evaluation of the Lake Winnipeg Basin Program (approved in January 2022) observed progress in achieving intended outcomes in its three program areas of collaborative governance, engagement with Indigenous peoples and nutrient reductions, and the evaluation highlighted areas of focus which will support the Program towards achieving these outcomes.

Recommendations were made to identify options to ensure the continuing operations of the Consortium vessel research platform and to continue to identify target actions in portions of the basin that are considered priority watersheds.

No evaluations of Atlantic Ecosystems Initiatives (AEI), the St. Lawrence Action Plan, nor the EcoAction Community Funding Program were completed in 2012-22. However, evaluation work for the St. Lawrence Action Plan will take place in 2022-23.

Results achieved

In 2021-22, Environment and Climate Change Canada (ECCC) continued to work with provinces, territories, other government departments and with external partners to implement actions outlined in Canada’s climate plan both within Canada, and internationally.

Key results achieved include:

  • Through the Climate Action Fund, ECCC supported projects delivered by not-for-profit organizations, Indigenous organizations, and universities and academic institutions for communities like students, youth, Indigenous peoples and organizations, and small- and medium-sized enterprises that increase awareness of climate change and build capacity for climate action.
  • NAS developments (engagement; publishing an update report in 2021)
  • The Canadian Centre for Climate Services (CCCS) continued to enhance access to climate information and provide support for Canadians to consider climate change in their decisions. The CCCS, in collaboration with its many partners, released new information and features on ClimateData.ca. These include (2) new sectoral modules: Transportation and Buildings. Each module includes tailored climate data for that sector, case studies and user guidance. Moreover, relative sea-level change data was added to the portal, in collaboration with Natural Resources Canada. This information will be useful to those looking to better understand the coastal impacts from climate change.
  • As part of CCCS’ efforts to enhance the integration of climate information into decision-making processes, it has created two new web pages on the CCCS website with tailored information. The first is the Climate-related resources for local governments page. This web page includes relevant resources for local governments who are looking to conduct risk assessments and adaptation plans. The second page provides information and guidance on the development of climate resilient standards and codes.
  • In June 2021, the CCCS, in collaboration with Natural Resources Canada launched the Map of Adaptation Actions. It houses a collection of climate change adaptation action examples that are useful to decision-makers and those taking action on climate change adaptation. The examples on the Map are from various regions and sectors, represent different stages of the adaptation cycle, and address a variety of climate-related impacts.
  • Finally, the CCCS continued to advance its efforts to build capacity and expertise across the country. CLIMAtlantic became operational in fall 2021, and facilitates access to data and information that supports adaptation to climate change in Atlantic Canada through collaboration, networking, and partnerships. Continued effective partnerships and constructive dialogue with the Assembly of First Nations, Inuit Tapiriit Kanatami and the Métis National Council to support international engagement on issues related to clean growth and climate change, in parallel to the distinctions-based support they receive from Crown-Indigenous Relations and Northern Affairs Canada to participate in high-level bilateral tables. These partnerships are vital to enabling the participation of National Indigenous Organizations and Representatives in international climate change activities.
  • Supported capacity building and engagement with Indigenous peoples on clean growth and climate change through funding for Indigenous organizations. Delivered on Canada’s $2.65 billion climate finance commitment, in collaboration with Global Affairs Canada to support developing countries, in particular the poorest and most vulnerable, in their transition to low-carbon and climate-resilient economies.
  • Developed and maintained Canada’s international partnerships with organizations to help assist all countries in moving towards low-carbon economies. Through Canada’s co-leadership of the Powering Past Coal Alliance alongside the UK, Canada shows its commitment and ambition to accelerate the global phase-out of unabated coal power.
  • Continued to undertake research on the environmental impacts from the production of energy including working to identify pathways to low carbon energy systems based on cost, life cycle environmental impacts, and resource availability. Research also continued in the assessment of technologies used for the production, conversion and use of energy and their associated environmental impacts.
  • Supported research by an international panel of academics. The research provided policy relevant science and information on topic related to benefits and impacts of resource management, in particular in the context of transition to a circular economy.
  • Supported efforts coordinated by Ducks Unlimited Canada (DUC) to enhance the Canadian National Wetland Inventory (CNWI) by supporting various fieldwork and analytical activities related to mapping and ground-truthing wetland datasets. The CNWI and accompanying trend models will be used to generate information on carbon storage and sequestration within wetland habitat.
Findings of audits completed in 2021-22
No audits were completed on this in 2021-22. An internal audit of the management of the PCF was concluded in 2020. The audit findings affirmed that ECCC had governance structures in place to oversee the federal aspects of the PCF in a coordinated and integrated way; had the tools in place to monitor the implementation of the PCF activities; and fulfilled its role supporting the implementation of federal, provincial and territorial reporting. It also provided recommendations on how to further improve in each of these areas. By the end of 2021-22, ECCC had fully implemented all of the audit’s recommendations.

The purpose is to promote change towards addressing climate change and policies in developing countries.
Results achieved
In 2021, Canada announced its $5.3 billion climate finance commitment over five years to support developing countries to combat climate change, while striving to address biodiversity loss around the world, as well as a number of initiatives supported under the commitment. Canada’s climate finance programming is being implemented by ECCC and Global Affairs Canada. ECCC disbursed $6.24 million in climate finance in FY2021-22, in line with the funding profile.

Purpose and objectives of transfer payment program

The Low Carbon Economy Fund (LCEF) is a critical tool for advancing incremental domestic climate change mitigation action under Canada’s clean growth and climate action plans. The program is supporting Canada’s transition to a low-carbon economy, and is leveraging investments to help meet or exceed commitments under the Paris Agreement. LCEF funding supports projects that generate clean growth, and reduce greenhouse gas emissions.

The LCEF is comprised of two components: the Leadership Fund that supports provincial and territorial climate actions; and the Challenge, which is further divided into two streams (Champions and Partnerships) that support climate action projects across a broad range of recipients, including provinces and territories, municipalities, universities, colleges, schools, hospitals, businesses, not-for-profit organizations, and Indigenous communities and organizations.

Results achieved

In 2021-22, Environment and Climate Change Canada (ECCC) continued working with provinces and territories to finalize projects being funded through the Leadership Fund. 50 projects are underway with expected GHG reductions of approximately 2.8 Mt in 2030, 19 PJ of energy savings in 2030, and 29,000 new jobs by 2024.

For the Champions stream, 55 projects are underway with expected annual GHG emissions reductions of approximately 1.2 Mt in 2030, approximately 5 PJ of annual energy savings in 2030, and 3,000 new jobs by 2024.

The first intake of Partnerships stream funded 21 projects with expected annual GHG emissions reductions of approximately 0.03 Mt in 2030, 0.4 PJ of annual energy savings in 2030, and 260 new jobs 2024. The second intake of the Partnerships stream funded 13 projects with expected annual GHG emissions reductions of approximately 0.001 Mt in 2030, 0.03 PJ of annual energy savings in 2030, and 60 new jobs by 2024.

Findings of audits completed in 2021-22

An internal audit began in 2019-20 and was finalized in 2020-21. The Audit recommended that the program:

  1. Review, refine, document and monitor LCEF business processes for funding agreement management, project monitoring and claims processing.
  2. Review staff roles and responsibilities to ensure that all LCEF financial responsibilities are assigned and carried out in a timely manner, to support sound management and effective decision making regarding the overall LCEF program.
  3. Review the overall governance structure to address the evolving oversight needs of the LCEF; and reinforce the monitoring role and activities of the Agreement Oversight Committees to support compliance with the Leadership funding agreements and the delivery of projects and programs at the provincial and territorial level.
  4. Develop, document and implement an evergreen risk management strategy that formalizes the analysis of external and internal risk factors and documents risk tolerance and risk mitigation plans, to support strategic and operational objectives.
  5. Develop and implement an information management strategy to ensure that all supporting documentation and information of business value are stored appropriately; and provide guidance to staff regarding what constitutes information of business value and where it should be stored.

In response to the Audit recommendations, a detailed Management Action Plan was developed and is being implemented.

No evaluation was completed for LCEF in 2021-22. An evaluation of the LCEF is scheduled to begin in fiscal year 2023-24.

For the Leadership Fund, ECCC continued Agreement Oversight Committee meetings with provinces and territories to provide clarification on the program and to refine/adjust project proposals.

ECCC also engaged applicants across all LCEF program streams to negotiate and execute funding agreements.

Comments on variances Authorities available for use exceeded actual spending because recipients were unable to spend as much as expected under their funding agreements. This was due to numerous factors. For instance, recipients have faced many challenges and delays in implementation due to social and economic impacts resulting from COVID-19 and recent global events. ECCC is seeking to reprofile LCEF funding from 2021-22 to future fiscal years to provide recipients more time to implement their projects and achieve GHG reductions.

Purpose and objectives of transfer payment program

The purpose is to advance actions by, or in cooperation with, others that conserve and protect Canada’s habitats and biodiversity.

The objective of the Canada Nature Fund terms and conditions is to support the Government of Canada’s plan to protect 25% of Canada’s land and freshwater by 2025, lay a foundation toward 30% by 2030 and deepen protection for species at risk, through an integrated approach to land conservation and species protection, in collaboration with provinces and territories, Indigenous peoples, private and non-profit sectors.

Results achieved
  • In 2021-22, 229 new and 204 ongoing Canada Nature Fund projects were funded. The majority of these projects were multi-year projects to maximize conservation results.
  • Under the Priority Places component of the Species Stream:
    • $19.9M was invested in 114 projects in 11 federal-provincial-territorial Priority Places that advanced collaborative multi-species and ecosystem-based conservation action planning, and implemented early priority actions on-the-ground.
    • Additionally, $6.3M was invested in 18 complementary Community-Nominated Priority Places for Species at Risk projects to support multi-partner initiatives in Priority Places across Canada, where there are opportunities to protect and recover species at risk and their habitat through multi-species and ecosystem-based conservation action.
  • Under the Indigenous Partnerships component of the Species Stream, over $10.5M was invested in 62 projects that Indigenous leadership in conservation and advanced relationships with Indigenous peoples. Projects supported Priority Species (caribou, wood bison) recovery; wildlife health monitoring; including Indigenous priorities in multi-species conservation planning; and capacity support for meeting Environment and Climate Change Canada’s consultation obligations for species at risk, in addition to ongoing mapping, stewarding and restoring species at risk and their habitat on Indigenous lands.
  • Under the Priority Species component of the Species Stream, $9.9 million was invested in 55 new projects that supported the protection and recovery of priority species, as well as the implementation of Species at Risk Act Section 11 conservation agreements with provinces and territories. 21 projects addressed six priority species: Boreal caribou, Peary caribou, Barren-ground caribou, Southern Mountain caribou, Greater sage-grouse and Wood bison; while the remaining 34 projects addressed twenty three other priority species including migratory birds, bats, and Polar Bear, Spotted Owl and Western Chorus Frog.
  • Under the Priority Sectors and Threats- domestic component of the Species Stream, $1.5M was invested in 9 new projects and 5 previously approved multi-year projects that enabled strategic sectoral approaches for mainstreaming species at risk conservation through natural capital valuation, fiscal incentives, knowledge transfer, and integration of conservation targets into existing sectoral management and regulatory instruments as well as participating in the development of conservation action plans with the sectors. Under the Priority Sectors and Threats- international component, $830,000 was invested in 18 international projects that address threats outside of Canada to the recovery of migratory birds. Activities were undertaken throughout the Americas and results include outreach to private landowners, local communities and hunters, development of communication and outreach products, training of local individuals and community leaders, identifying key sites for protection, and habitat conservation planning.
  • Under the Target 1 Challenge component of the Spaces Stream, $32.8M was invested in 64 projects that advance the establishment of protected or conserved areas, which will contribute to Canada’s area-based conservation target.
  • Under the Natural Heritage Conservation Program component of the Spaces Stream, $50M was invested with the Nature Conservancy of Canada and Ducks Unlimited Canada to partner with Wildlife Habitat Canada and many regional and local land trusts resulting in over 100,000 hectares of ecologically sensitive private lands being secured.
  • Under the Federal Leadership in Protected Areas component of the Spaces Stream, $3.4M was invested in 37 new projects to support creating and effectively managing protected areas; restoring wetland habitat at select National Wildlife Areas (NWAs); implementing conservation measures on Biosphere Reserves, and implementing interpretation programming on near-urban NWAs.
  • Under the Indigenous Leadership in Conservation component of the Spaces Stream, $3.2M was invested in 13 Indigenous Guardians projects that provided Indigenous peoples with greater opportunity to exercise responsibility in stewardship of their traditional lands, waters, and ice.
  • Under the Provincial and Territorial Engagement and Alignment component of the Spaces Stream, $3,510,000 was invested in 2 projects in British Columbia to support the securement of over 300 hectares, standardize and develop foundational base mapping datasets; and undertake land use planning and resource management across all types of valuable habitats to support ongoing discussions and negotiations between the Government of British Columbia and Environment and Climate Change Canada regarding a Nature Agreement that will help to attain the federal target of achieving the protection of 25% of Canada’s lands and freshwater by 2025.
Findings of audits completed in 2021-22
An internal audit of the administration of contributions for the Canada Nature Fund (CNF) was completed in 2021-22. Overall, the audit found that a comprehensive contributions program was designed and established, supported by sound governance and detailed processes to support the administration of CNF contributions. The audit also identified some opportunities for improvement regarding processes for contributions administration, governance and roles and responsibilities and risk management. These improvements will help strengthen program stewardship, support sustainability, and enable progress toward the achievement of Environment and Climate Change Canada’s (ECCC) strategic objectives.
Findings of evaluations completed in 2021-22

The Evaluation of the Canada Nature Fund (approved in November 2021) has identified opportunities for improvement. Particularly, there is a need for additional guidance for delivering grants and contributions with Indigenous recipients and challenges with the complexity and technical application process, through the Grants and Contributions Enterprise Management System.

Recommendations were made to streamline the application processes and better support the participation of Indigenous communities in ECCC’s program.

ECCC engages applicants and recipients under this program in two ways: applicants through applications related to specific program elements; and recipients through single or named recipients identified based on their unique ability to address targeted program results. The Department employs one or a combination of the following mechanisms to provide access to the program in a clear, understandable and accessible manner: publicity in news media; information provided on the departmental website; letter-writing activities; and meetings with targeted recipient communities. Administrative requirements have been tailored to evaluated risk levels, and efficiency is being addressed through simplified agreement templates.

Purpose and objectives of transfer payment program

Canada has been a member of the World Meteorological Organization (WMO) since 1950 as one of the initial signatories to the convention. The annual assessed contribution is based on the U.N. Scale as agreed to every three years by the U.N. General Assembly and adapted, as is normal practice, to accommodate the varying membership of U.N. organizations.

As a signatory to the WMO Convention, Canada is required to pay an assessed contribution in order to remain a member. Our contribution to WMO gives Environment and Climate Change Canada (ECCC) access to global meteorological observations and research, which is essential to improving domestic meteorological services, and would be prohibitively expensive to achieve on our own.

Canada’s assessed rate is 2.69% of the WMO Budget (which is calculated as approximately $1,867,141 (Swiss Francs) each year for the 2021-22 financial period).

The amount in Canadian dollars is based on current exchange rates. It should be noted that, as exchange rates fluctuate, the amount provided in Canadian funds will also fluctuate.

Results achieved

The associated Departmental result indicator is the index of the timeliness and accuracy of severe weather warnings on a scale of 0 to 10.

The target of 8.3 was exceeded in 2021-22, with a result achieved of 8.8 (three year rolling average 2019-21). The result achieved for 2020-21 was also 8.8.

The Evaluation of the Weather Observations, Forecasts and Warnings Program (approved in November 2021) included in its broader scope the contribution to the World Meteorological Organization. The collaboration and involvement of the Department with the WMO is noted throughout the report, and is viewed as essential. The evaluation notes that the free and open exchange of data between WMO members is critical to enabling robust forecasts. No specific issues with regards to the management of the contribution was identified in the evaluation, nor any recommendations made on that component.
Engagement of applicants and recipients in 2021-22

As a signatory to the WMO Convention, Canada is required to pay an assessed contribution in order to remain a member. Our contribution to WMO gives ECCC access to global meteorological research, which is essential to improving domestic meteorological services, and would be prohibitively expensive to achieve on our own.

Additionally, Canada engages with the WMO at many levels:

  • Canada’s Permanent Representative to WMO is from ECCC;
  • Canada is a member of WMO Executive Council as well as the Services and Infrastructure Commissions;
  • ECCC has members of the Policy Advisory Committee (PAC) and Financial Advisory Committee (FINAC), providing a window into the risks for WMO and to be part of developing strategies to mitigate these risks and ensure WMO’s financial position remain strong; and
  • ECCC has numerous staff participate at the “expert level” on various expert teams, working groups, etc.

This does not change on an annual basis.

In 2021-22, the Secretariat and CITES subsidiary bodies took action on the 300+ decisions of the Conference of the Parties via desk work and through the March 2022 meeting of the CITES Standing Committee (Lyon, France), in anticipation of COP19 to be held in 2022-23.

Annual membership dues are an obligation of the Parties based on terms agreed to at the Convention of the Parties.

Results achieved
As of June 2022, there are 2,439 Ramsar Sites, covering over 254 million hectares around the world. Canada’s 37 Ramsar Sites cover 13,086,771 hectares and represent all provinces and territories. Canada also has the distinction of being home to Queen Maud Gulf (6,278,200 hectares), one of the largest Ramsar sites in the world.

Purpose and objectives of transfer payment program
The overall objective of these terms and conditions is to advance ECCC’s contribution to the “Cumulative Effects, Open Science and Evidence” approach. This includes the development of an open science and data platform; supporting regional assessments; conducting strategic assessments, including ones on climate change and biodiversity; and coordinating departmental, federal and inter-jurisdictional efforts to implement the proposed approach to addressing the cumulative effects of natural resource development.
Results achieved
Regional Assessment – Newfoundland Offshore

In 2021-22, under the Impact Assessment - Cumulative Effects Initiative, $457,500 was invested in six projects in Atlantic Canada for the following recipients: Nunatsiavut Government ($100,000), Queen’s University ($70,000), Birds Canada ($40,000), Miawpukek First Nation ($82,500), NunatuKavut Community Council ($85,000), and Qalipu First Nation ($82,500). These projects supported Indigenous capacity to contribute to the Newfoundland offshore regional assessment, contribute to key research on impacts of light pollution on migratory seabirds to inform mitigation measures, and build enhanced regional capacity for conservation planning for Leach’s Storm Petrel, a species that was recently assessed as threatened by the Committee on the Status of Endangered Wildlife in Canada.

Regional Assessment – Ring of Fire (ON)

In 2021-22, for the Ring of Fire Regional Assessment, three contribution agreements were established with Indigenous partners, totaling $202,000. ECCC invested $60,000 for the second year of a three-year agreement with Matawa Four Rivers Environmental for capacity building, contributing to migratory bird and bat knowledge and documenting environmental values important to Matawa First Nation communities. A single-year agreement valued at $90,000 was made with Mushkegowuk Council to support mapping of peatlands in the James Bay Lowlands and documenting environmental values important to Mushkegowuk communities. A two-year agreement, valued at $52,000 in 2021-22, was established with Constance Lake First Nation to support collection of Indigenous Knowledge and the delivery of a community-based caribou monitoring program within their traditional territories. An existing two-year agreement with Webequie First Nation was increased by $10,000 in 2021-22 to support additional Aboriginal Traditional Knowledge (ATK) sessions with community members, particularly youth, to build community capacity to take an active role in documenting Traditional and scientific knowledge about caribou within the Webequie First Nation territory.

Implementing genomics-based monitoring to assess the impact of proposed mining activities in the Far North region of Ontario

In 2021-22, for the Ring of Fire Regional Assessment ECCC invested $45,000 (a total of $125,000 over 2 years) to support Trent University in undertaking a project contributing to the expected results: Canada’s species at risk are recovered and Canada’s wildlife and habitat are conserved and protected through the collection of information related to the status of boreal caribou and eastern migratory caribou in the Ring of Fire area. Data was and will be collected non-invasively and expected results were and will be shared with Indigenous partners to support Indigenous engagement. The results will provide accessible baseline information to partners on the occurrence and status of boreal caribou and eastern migratory caribou in the Ring of Fire area, and support genomics-based modelling to assess the incremental impact of planned and future individual mining and road projects.

Prioritizing ethical space to support engagement among scientists and Indigenous communities in the Ring of Fire and beyond

In 2021-22, under the Impact Assessment – Cumulative Effects Initiative, ECCC invested $55,400 (a total of $110,800 over 2 years) in an agreement with the University of Guelph to support a project that will contribute to the expected results: Indigenous Peoples are engaged in conservation. This project aims to explore the meaning of ethical space for Indigenous communities in the Ring of Fire and elsewhere in Canada and use this knowledge to establish best practices for scientists engaging with Indigenous communities, thus supporting the process of reconciliation with Indigenous People.

Assessing and projecting cumulative effects of anthropogenic and natural disturbance on vegetation and wildlife in the Ring of Fire area

In 2021-22, for the Ring of Fire Regional Assessment, ECCC invested $60,000 (a total of $120,000 over 2 years) in a project that contributes to a multi-departmental effort to quantitatively model cumulative effects. The results of this work are expected to support evidence-based science advice about baseline environmental conditions and the cumulative effects of existing and ongoing human activities and natural disturbance on wildlife in the Ring of Fire. This project contributes to the recovery of Canada’s species at risk by gathering and evaluating available models and data, building a prototype tool for assessing the impacts of development on the critical habitat of boreal woodland caribou, a priority Species at Risk (SAR) and identifying barriers to the development of models that can be used to project the cumulative effects of natural and anthropogenic disturbance on vegetation and wildlife in the Ring of Fire region (e.g., data limitations). A manuscript describing these results is in review in a scientific journal and has been published as a publicly available pre-print article. Although this project is focused on assessing and projecting cumulative effects of anthropogenic and natural disturbance on vegetation and wildlife in the Ring of Fire area, it will also contribute to the development of a cumulative effects modelling framework that is applicable in other regions in Canada. Additionally, the project supports Canada’s Pan-Canadian Approach to Transforming Species at Risk Conservation in Canada, a national framework to focus our collaborative and collective work to protect SAR using multi-species and ecosystem-based approaches and maximize multi-species and biodiversity conservation on priorities species, places, and sectors.

Development of science-based approaches to assessing and managing regional cumulative effects that promote biodiversity conservation and sustainable development

In 2021-22, under the Impact Assessment – Cumulative Effects Initiative, ECCC invested $200,000 in the final year of an agreement with the University of British Columbia to support the development of a novel, inclusive process for identifying and predicting cumulative effects at a regional scale that centers on Indigenous values, knowledge, and sovereignty. This project involved close collaboration with the stewardship authorities of the Kitasoo/Xai’xais, Nuxalk, and Wuikinuxv First Nations and relied on both Indigenous Knowledge and data-driven spatial approaches to identify and map impacts and their consequences for species health under present-day impacts and anticipated future development scenarios. Results have been provided to First Nations to inform ongoing land and marine-use planning in the region and a manuscript. One scientific journal article from this work has been published and a second, describing the inclusive approach to cumulative effects assessment, is in review at a scientific journal. Lessons learned through this project can support agencies to conduct inclusive, collaborative, and accessible cumulative effects assessments that support regional solutions for addressing current and future cumulative effects acting on multiple, interconnected species.

Cumulative Effects - Peace Athabasca Delta Institute - Business Development

In 2021-22, ECCC allocated $250,000 of funding to Mikisew Cree First Nation to enable Indigenous-led contributions through community based monitoring. These resources represent the third and final year of an agreement with the Indigenous government. While there are existing monitoring initiatives in the Peace Athabasca Delta (PAD) area, there is no institute that facilitates inclusion of Indigenous perspectives, integrates monitoring data, interprets results, and promotes monitoring in support of environmental assessment and addressing the health of the PAD and Wood Buffalo National Park. The project contributed to advancement of the proposed Peace Athabasca Delta Institute, with funds enabling the recipient in researching effective and inclusive governance and co-management structures. Further, funds supported a series of in-person sharing circles in Fort Chipewyan with members of the three PAD communities (Mikisew Cree First Nation; Athabasca Chipewyan First Nation; Fort Chipewyan Métis Association), representing the shared approach for development of the Delta Institute. These activities contributed to the drafting of governance and operational frameworks, and a foundation for further advancement of the Delta Institute.

Cumulative Effects – Open Data

In 2021-22, funding was allocated to three recipients: Birds Canada (BSC) ($500,000); NatureServe Canada (NSC) ($600,000); and Alberta Biodiversity Monitoring Institute (ABMI) ($400,000; subsequently increased to $645,000 through reallocation from other funding sources). In each case, this was the 4th year of funding out of 5-year agreements with each recipient. All funds were fully expended as allocated. Collectively, these three recipients manage or coordinate some of the most important collections of wildlife data in Canada, for migratory birds (BSC and ABMI) and for species of conservation concern, including species listed under SARA (NSC). Funding is focused on developing platforms that will allow for better management of these data, and openly displaying these data at appropriate levels of resolution to match the sensitivity associated with the data. Specifically, these are supporting the development of the NatureCounts platform to display and manage migratory bird data (BSC); WildTrax for managing data collected with a variety of sensors, including acoustic recorders and camera traps that can be used by many different users including government, ENGOs, private citizens, and industry proponents (ABMI) and NatureServe Explorer 2.0 which allows sharing and dissemination of data on species of conservation concern from all of the Conservation Data Centres in Canada (ABMI). The foundation of all of these platforms is now well developed, with many features fully functional and publicly available, though others are still in development. A work plan is in place to have these platforms fully developed and inter-operational by the end of the current 5-year agreements.

Cumulative Effects – Coordination

A $100,000 contribution was allocated to the University of British Columbia Centre for Environmental Assessment Research. These funds allowed the Centre to further develop a new regional cumulative effects screening tool, which provides a quantitative depiction of cumulative environmental, socioeconomic and health effects in the Alberta Foothills region, an area affected by development. The tool builds on existing best practices in cumulative effects assessment. The contribution also enabled engagement with an Advisory Working Group, composed of stakeholders, public servants and Indigenous communities, who are interested in the tool and its development.

Canada is a Party to the Minamata Convention on Mercury (the Convention). The Convention is a multilateral treaty to protect human health and the environment from emissions and releases of mercury and mercury compounds resulting from human activities. The payment is made to the United Nations Environment Programme (UNEP) to support the programme of work under the Convention.
Results achieved
The invoice for Canada’s 2022 assessed contribution was received on December 16, 2021 and was paid on February 8, 2022. These funds will be used to support work under the Convention on the first effectiveness evaluation of the treaty, national reporting, communication and outreach, including a new digitial strategy.

The amount for 2021-2022 was less than forecasted due to additional countries joining the Minamata Convention in 2021, which reduced the amount of Canada’s assessed contributions slightly. Since the invoice from UNEP is in US funds, there is also a slight variance due to fluctuations in the USD to CAD exchange rate. In addition, 2022 was a budget year without a face-to-face meeting of the Conference of the Parties, which are scheduled for every second year. Budget allocations tend to be lower in non-COP years.

While additional Parties and the exchange rate are beyond our control, future invoices will be estimated based on the previous COP budget and extra funds will be released as soon as possible in the fiscal year.

The purpose of the Grant is:
  1. to pay up to 20% of Canada’s mandatory annual contribution to the Multilateral Fund for the Implementation of the Montreal Protocol (MLF). Global Affairs Canada pays the remaining 80% of Canada’s contribution; and
  2. to reimburse the United Nations Environment Programme (UNEP) for the differential administrative costs associated with locating the MLF Secretariat in Montreal as compared to UNEP Headquarters in Nairobi. The MLF assists developing countries in complying with their obligations under the Montreal Protocol.
Results achieved
Canada’s contributions to the MLF have contributed to its success in achieving its objective of ensuring the compliance of developing countries with their Montreal Protocol obligations to date. In addition to protecting the ozone layer by supporting the phase-out of 289,191 tonnes of ozone-depleting substances consumption, 500,994 mtCO2eq of HFC consumption, and 205,377 tonnes of ozone-depleting substances production (up to 2020), the MLF has supported positive change in national policies, legislation and regulatory systems, and contributed to substantial global-scale environmental, human health and climate change mitigation impacts. Canada’s contribution has also allowed the MLF Secretariat to operate successfully in Montreal since the Fund’s inception.

The International Bamboo and Rattan Organisation (INBAR) is an intergovernmental organization dedicated to improving the social, economic, and environmental benefits for producers and users of bamboo and rattan, while maintaining a sustainable resource base by supporting innovative research and development.

INBAR contributes to reducing greenhouse gas emissions and increasing climate resilience globally. In 2021-22, INBAR initiated six new projects aimed at promoting COVID-19 economic recovery, environmental protection and sustainability, and nature-based solutions. Each project will extend over periods of one to three years. These projects include bamboo furniture making in Bangladesh and Sri Lanka, research on sustainable construction in Ecuador, and the development of sunstainable livelihoods in Chishui World Heritage, China.

Results achieved
  • In 2021-22, the CEC concluded the 2021 operational plan, which facilitated the implementation of ten trilateral cooperative projects to conserve, protect, and enhance, the North American environment. More than $4M was allocated to these projects from Party contributions.
  • These projects related to strengthened implementation and enforcement of CITES Appendix II, grasslands conservation, reduced marine litter, transformed recycling and solid waste management, support for nature-based solutions to climate change, enhanced co-benefits of Marine Protected Areas, a modernized trilateral data exchange system on the import and export of hazardous waste, mitigated climate change by reducing food loss and waste, enhanced North American preparedness to extreme weather events, encouraged innovation, and strengthened Indigenous participation in environmental decision making.
  • Ten community projects were funded through the CEC’s $1.5M North American Partnership for Environmental Community Action program. Through this funding, communities across North America were able to implement projects that strengthened their capacity to recover and resilience to climate change, supporting community-based recovery from the COVID-19 pandemic.
  • The 2021-25 CEC Strategic Plan guides trilateral cooperation and establishes the following areas of mutual interest: Clean Air, Land, and Water; Preventing and Reducing Pollution in the Marine Environment; Circular Economy and Sustainable Materials Management; Shared Ecosystems and Species; Resilient Economies and Communities; and, Effective Enforcement of Environmental Laws.
  • The CEC launched the first cycle of EJ4Climate: Environmental Justice and Climate Resilience, a grant program of $2.5M for 15 climate-focused projects that supported underserved and vulnerable communities, and Indigenous communities to prepare for climate-related impacts.
  • Two new large-scale initiatives were introduced to address Abandoned, Lost or Discarded Fishing Gear (ALDFG) in the Marine Environment and to improve air quality and mitigated climate change by addressing black carbon emissions within environmental justice communities.

The purpose is to encourage and support individuals and organizations engaged in activities that enable Canadians to access, understand, and use information on changing weather, water, climate and air quality conditions.
Results achieved

The expected results are linked to the Departmental Result that Canadians use authoritative weather and related information to make decisions about their health and safety.

The associated Departmental result indicator (DRI) for Weather is the index of the timeliness and accuracy of severe weather warnings on a scale of 0 to 10.

The target of 8.3 was exceeded in 2021-22, with a result achieved of 8.8 (three year rolling average 2019-21).

The associated DRI for Hydro is the percentage of Canadians that use ECCC information to address water-related impacts on health, safety, economy and environment. This DRI is measured through public opinion research every four years and through partner satisfaction surveys on an annual basis.

The target of at least 80% partner satisfaction was met in 2021-22, with a result of 100% achieved.

Note the Hydro DRI will be replaced for the 2022-23 reporting year with an indicator targeting program partners instead of the whole Canadian population.

Environment and Climate Change Canada (ECCC) manages Science Horizons Youth Internship Program (Science Horizons). It is funded through the Career Focus stream of the Government of Canada’s Youth Employment and Skills Strategy (YESS), overseen by Employment and Social Development Canada (ESDC). Programs under the Career Focus stream aim to demonstrate federal leadership by investing in the skills required to meet the needs of the knowledge economy, facilitate the transition of skilled young people to a rapidly changing labour market, and promote the benefits of advanced studies.

Science Horizons provides opportunities for youth up to age 30 with post-secondary education to receive hands-on working experience in the science, technology, engineering or math (STEM), environmental and clean technology sectors.

The total number of jobs created in 2021-22 under Science Horizons was 1402. Of this, 97 jobs were created with ECCC A-base funding and 1305 jobs were created with ESDC incremental funding.

Engagement of applicants and recipients in 2021-22

On December 1, 2020, ECCC and Natural Resources Canada initiated a joint call seeking proposals (via internet and social media) from potential recipients to collaborate in the delivery of their respective youth employment programs for the 2021-22 and 2022-23 fiscal years. ECCC received ministerial approval to negotiate contribution agreements with six recipients and the contribution agreements were signed in July 2021.

Each recipient targets a specific market segment within environmental and clean technology sectors to leverage their own network of organizations and educational institutions to promote Science Horizons. This includes promoting the program through their networks, attending career or job fairs, and participating in conferences and networking events with organizations in the environmental and clean technology industry.

In addition, ECCC promotes the program annually to applicants (both employers and interns) through Ministerial Announcements in coordination with social media communications and the program’s departmental internet site to share success stories on employers and interns who have benefitted from the program.

Comments on variances ECCC’s Science Horizons Youth Internship Program has ongoing A-Base funding of $3,069,000. As part of the April 2021 Treasury Board submission titled “Scaling up the Youth Employment and Skills Strategy as part of the Youth Recovery Strategy”, ECCC received $34,744,500 in incremental funding for 2021-22, transferred in from Employment and Social Development Canada (ESDC), and received by the department in 2021-22 Supplementary Estimates A. This was to significantly scale up the Youth Employment and Skills Strategy delivered by ESDC and ten federal departments, agencies and Crown corporations (of which ECCC is one of the participating departments), to create 45,300 placements for youth in support of economic recovery, as announced in the Fall Economic Statement. ECCC was able to create an additional 1305 internships with the funding.
