Name of horizontal initiative: Horizontal Management Framework (HMF) for Clean Growth and Climate Change (CGCC)

Start date of the horizontal initiative: The Pan-Canadian Framework (PCF) was adopted by First Ministers in December 2016. Key initiatives reported through this table start in 2016.
End date of the horizontal initiative: The majority of CGCC initiatives have received funding until March 31, 2028, and a smaller portion will receive ongoing funding beyond 2028. The CGCC HI will be discontinued starting in 2023-24. Many initiatives will be subsequently reported in either the Climate Change Mitigation Horizontal Results Framework starting in 2023-24, or in the Climate Change Adaptation Horizontal Initiative starting in 2024-25.
Description of the horizontal initiative: The Government of Canada recognizes the real and critical impacts of climate change. In 2016, the Government of Canada worked with provinces and territories, and engaged with Indigenous People, to develop the Pan-Canadian Framework on Clean Growth and Climate Change, Canada’s plan to reduce greenhouse gas (GHG) emissions, build Canada’s resilience to a changing climate, and drive clean growth. This plan put Canada on a path to meet a target of reducing GHG emissions by 30 percent below 2005 levels by 2030. In 2021 Canada established a new GHG emissions target of 40-45% below 2005 levels by 2030. This horizontal initiative will be replaced by the horizontal initiatives mentioned above to reflect the new target and a more current and comprehensive suite of activities and results to achieve that target, starting in reporting year 2023-24.
Governance structures: ECCC provides overall coordination for the federal Clean Growth and Climate Change horizontal initiative. Senior-level (Deputy Minister and Assistant Deputy Minister) interdepartmental committees provide oversight on implementation and ensure alignment of PCF reporting, as well as with other horizontal and departmental processes to ensure effective reporting on results.

Performance highlights:
In 2022-23:
- Continued to implement the Pan-Canadian approach to pricing carbon pollution, and stimulate clean technology and innovation;
- Continued to leverage investments in projects that will generate clean growth and reduce GHGs;
- Reduced GHGs and drive clean growth through the development and implementation of key regulations;
- Supported the implementation of a range of adaptation efforts to help all levels of government, communities, Indigenous Peoples, businesses and individuals make informed decisions and be better prepared for the impacts of climate change; and
- Continue to champion and demonstrate global leadership on climate action.
In April 2021, the Prime Minister announced a target of 40-45% reductions below 2005 levels by 2030. With less than a decade left to 2030, and with countries around the world quickly moving to a cleaner economy, Canada’s new target is ambitious, required and achievable—reflecting both the scale of the climate crisis and economic opportunity that climate action presents. In March 2022, the 2030 Emissions Reduction Plan described the many actions that are already driving significant reductions as well as the new measures that will ensure that we reduce emissions across the entire economy to reach our emissions reduction target of 40 to 45 percent below 2005 levels by 2030 and put us on a path to achieve net-zero emissions by 2050.
The horizontal initiative publishes its final report with this 2022-23 Departmental Results and continuing activities are rolled into a new horizontal initiative on Climate Change Mitigation in 2023-24 to reflect the increased scope of activities intended to achieve Canada’s new emissions reduction target.

a ECCC is developing an indicator that will better capture the nature of these regulations. It will be included in the Departmental Plans as soon as possible.
b The goal of reaching 13% for combination tractors was not achieved in this specific year, but it is still expected to be met over a longer timeframe due to flexible compliance options for regulated companies. These flexibilities involve a credit system ensuring environmental targets are met. A specific year’s performance does not imply a lack of compliance, variations from year to year are expected. For example, companies can bank emission credits for up to five years to offset excess emissions and have 3 years to offset a deficit. ECCC is developing an indicator that will better capture the nature of these regulations. It will be included in the Departmental Plan as soon as possible.
c Job creation estimates are an optional reporting metric for LCEF recipients. Many projects choose not to report job creation outcomes or report data that are inconsistent (e.g., different approaches to indirect or induced job creation from upstream and downstream economic effects).
d Since last year’s report, the original Green Assessment Freight Program was recapitalized and renamed the Green Freight Program. As a result, there was no program between April 1, 2022 to December 12, 2022. The 2022-23 actual result reflects the number of third-party fleet energy assessments under the new Green Freight Program that was launched on December 12, 2022. The updated target is 250 assessments by March 31, 2027.
e The slight underachievement of the program can be explained by COVID-19, which caused many planned events to be cancelled or postponed in funding years 2020 and 2021.

Note: A new Climate Change Adaptation Horizontal Initiative (CCA-HI) was established in 2023. Key federal programs to support implementation of the National Adaptation Strategy (NAS) launched June 2023 are scoped in to the CCA-HI and its horizontal reporting framework themes have been largely aligned to the priority systems for action included in the NAS. It is expected that horizontal results reporting for the CCA-HI will begin in fiscal year 2024-25. A number of the programs in Theme 3 of the CGCC have been renewed and will continue under the CCA-HI which articulates a new set of outcomes, indicators and targets at the shared-, theme- and activity-levels.
