13. Regional or Workshop Specific Comments
While there were a number of common themes that emerged during the sessions, some comments were made only at individual sessions or a clear variation occurred across the country:
- Stakeholder reactions to the proposed classification and listing approach varied across the country due to different approaches adopted in different provinces. Generally speaking, those provinces with well established systems did not support Environment Canada regulating differently or beyond the provincial approach. Those provinces with little or no regulation, or where the federal approach is adopted by reference, were more supportive of a comprehensive federal approach.
- A participant in Vancouver raised a number of concerns regarding cooperation and coordination between Environment Canada and CCRA and expressed a need for more training for CCRA officers at border crossings.
- Industry stakeholders at the Halifax session expressed concern about the potential listing of waste oil.
- A participant in Vancouver expressed concern over the environmentally sound management of wastes generated by cruise ships.
- A Provincial Representative from British Columbia suggested Codes of Practice could be used to support the goals and objectives of the proposed regulations.
