Environment and Climate Change Canada (ECCC) is seeking comments on proposed amendments to Schedule 2 of the Metal and Diamond Mining Effluent Regulations and on proposed compensation measures.
ECCC is also consulting on Streamlining the Approvals Process for Metal Mines with Tailings Impoundment Areas to reduce approval timelines of the regulatory amendments. Subject to Governor in Council approval, these proposed changes would not need to be pre-published in Part I of the Canada Gazette.
The Mont-Wright Mine is an active iron mine owned and operated by ArcelorMittal Mining Canada G.P. (the proponent). It is located near the Newfoundland and Labrador border in Quebec, approximately 16 kilometers west of Fermont.
The proponent is proposing to continue its mining operations at the Mont-Wright Mine and gain approval to pursue mining activities that impact the Dyno Basin. The Dyno Basin has historically been used as a retention pond and has recently been confirmed to be frequented by fish. To comply with the Metal and Diamond Mining Effluent Regulations (MDMER), the proponent is proposing to list this waterbody on Schedule 2 of the regulations as a Tailings Impoundment Area.
The regulatory amendments, if approved, would authorize the continued use of the Dyno Basin for mine waste disposal.
To achieve this, the proponent must justify its continued use of the Dyno Basin for mine waste management. To offset the loss of fish and fish habitat, the proponent proposes to use excess compensation from the Lake Jeannine compensation plan. In 2018, ECCC approved this compensation plan as part of a previous Schedule 2 authorization under the MDMER for the Mont-Wright Mine.
