Hazardous waste and recyclable materials: apply for permit

The information listed below will guide you through your import, export or transit permit application.

Submission requirements

You must submit a notice that includes:

  • all requirements under section 8 of the regulations
  • a single shipping facility in the country of origin (the “consignor”)
  • a single receiving facility in the country of destination (the “consignee”)
  • any authorized facility other than the receiving facility that will perform a final operation
  • either wastes or recyclables, except for transit permits where both are allowed
  • the name and policy number of the insurance company

A single notice may include different types of hazardous waste or hazardous recyclable materials (the materials). All materials in the notice must be described according to the Guide to Hazardous Waste and Hazardous Recyclable Material Classification.

Contract requirements

A signed contract between the importer, exporter and all authorized facilities must accompany the application except for transit notices. The regulations require a signed contract between the importer, the exporter and the authorized facilities. All information and details in the contract (materials, importer, exporter and authorized facilities) must match the permit application.

Liability insurance

Section 37 the regulations requires liability insurance to ensure that resources are available to provide a timely and appropriate means of dealing with an accident or other incident that may occur. Foreign governments or authorities may also require liability insurance. Do not submit copies of insurance policies with your notice unless requested to do so.

Your responsibilities

Canadians who require an import, export or transit permit are responsible for applying. (See user guide). All terms of the permit must be fulfilled from the time the materials leave the place of origin until they are recycled or disposed.

To apply for:

In the case of incidents and irregularities with the materials, you must inform the Minister.

For first-time users, see section 6.3 of the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations - User Guide.
