Government Response to the report of the Standing Committee on Environment and Sustainable Development on the Statutory Review of the Canadian Environmental Assessment Act

The report of the Standing Committee on Environment and Sustainable Development entitled: “Statutory Review of the Canadian Environmental Assessment Act: Protecting the Environment, Managing our Resources” was submitted to Parliament in March 2012.

The Committee’s report made a number of recommendations to address issues raised by stakeholders. The recommendations focused on improving timeliness, decreasing duplication, targeting projects with the most potential for significant adverse environmental effects and improving Aboriginal consultations. The Government of Canada believes these recommendations are addressed through the Responsible Resource Development initiative and the proposed new Canadian Environmental Assessment Act, 2012 in particular. Government has been seeking to improve the environmental assessment process for several years as part of its broader initiative to reform the federal regulatory review process for major resource development projects. Initial steps were taken in 2010 when targeted amendments were made to the Act. Responsible Resource Development, the government’s plan to further modernize the regulatory review and environmental assessment process, was announced in Budget 2012 and a new Canadian Environmental Assessment Act, 2012 was proposed as part of the Jobs, Growth and Long-term Prosperity Act.

The statutory review of the Canadian Environmental Assessment Act by the Standing Committee on Environment and Sustainable Development started in October 2011. During its review, the Committee heard testimony and received written submissions from a variety of stakeholders including industry, environmental groups, aboriginal organizations, provincial governments and individuals.
