Mosaic Leadership Development program: How to apply


The Mosaic Leadership Development program is seeking public servants to participate in the program who:

Candidate Selection

Step 1: Eligible candidates should contact their department’s Mosaic selection team. Their department’s human resources advisor can advise on how to reach them. Candidates will need to indicate that they identify as a member of an equity-seeking group. There is no requirement to have self-identified in the department’s existing HR systems prior to applying to the Mosaic program.

Step 2: Departments select one or two eligible candidates to nominate for the Mosaic program. The Centre on Diversity and Inclusion provides guidance to departments on conducting a fair candidate selection and how to remove barriers for applicants. Departments can decide which equity-seeking groups should be prioritized based on the department’s

Step 3: Once departments have submitted nominations, the Centre on Diversity and Inclusion will select approximately 25 participants for each cohort based on pre-determined factors:

Other factors, such as access to other development programs and the participant’s time in their current substantive position, may also be considered.

Each department should choose one or two candidates who are under-represented in the federal public service and in the employee’s own department.
