Information Sharing Arrangement between Health Canada and the Department of Employment and Social Development regarding the Canadian Dental Care Plan

Under this Information Sharing Arrangement (ISA), the Oral Health Branch (OHB) at Health Canada (HC) may share personal information to Employment and Social Development Canada/Service Canada (ESDC/ServCan). This two-way, determinate disclosure came into effect on February 15, 2024, and will stay in effect until March 31, 2025.

Why is Health Canada sharing personal information

HC oversees the Canadian Dental Care Plan (CDCP) which provides dental care coverage to eligible Canadian residents. This ISA explains how personal information is collected, used, stored, shared, corrected, and disposed of to support the CDCP's administration, delivery, enforcement, compliance, auditing, reporting, and evaluation. This includes activities such as processing applications, validating eligibility for applicants and their dependents, and evaluating the CDCP.

ESDC collects and shares personal and taxpayer information on behalf of HC for the purposes of administering and enforcing the CDCP. In certain cases, HC may share personal information to ESDC to confirm or validate eligibility. Section 4 of the Department of Health Act, Paragraph 241(4)(d)(xx.1)(A) of the Income Tax Act (ITA), Section 12 of the Dental Care Measures Act allow the collection and sharing of personal information.
