Memorandum of Understanding for the Provision of Personal and Taxpayer Information for the Administration and Enforcement of the Canadian Dental Care Plan between the Canada Revenue Agency and Employment and Social Development Canada and Health Canada

Under this Memorandum of Understanding (MOU), the Oral Health Branch (OHB) at Health Canada (HC) may share personal information to the Canada Revenue Agency (CRA) and Employment and Social Development Canada/Service Canada (ESDC/ServCan). This multi-party, two-way, indeterminate disclosure came into effect on February 14, 2024. HC, ESDC and the CRA will review this MOU by February 14, 2034, to ensure its accuracy and compliance.
Why is Health Canada sharing personal information
HC oversees the Canadian Dental Care Plan (CDCP), which provides dental care coverage to eligible Canadian residents. This MOU establishes a system for HC, CRA and ESDC/ServCan to share personal and taxpayer information about applicants and their dependents from the online application, as allowed by law.
Under the MOU, the CRA and ESDC/ServCan collect and share personal and taxpayer information on behalf of HC for the administration, enforcement, formulation of policy and evaluation of the CDCP. In certain cases, HC may use personal and taxpayer information collected by ESDC/ServCan and the CRA to confirm applicants' eligibility or formulate and evaluate policy. Subsection 4(2)(b) of the Department of Health Act, Section 7(a) and Section 12 of the Dental Care Measures Act allow the collection and sharing of personal information.

The personal information shared by HC may include:
- Social Insurance Number
- CDCP Coverage End Date
- Updated Member Eligibility status – eligible or ineligible
- HC Decision Reason Code
- CDCP Coverage Start Date
