Regulations Amending the Carriages and Strollers Regulations

Health Canada is proposing to amend the Carriages and Strollers Regulations to enhance safety, address innovative product designs, and further align Canada's safety requirements with those recently adopted in the United States.

The requirements of the Carriages and Strollers Regulations have not been updated since it came into force in 1985. The current regulation does not always adequately address innovative products available on the market. Some of the current requirements restrict the use of some new design features even if they pose minimal risk and as a result Canadian consumer access to such products could be limited.

Regulatory cooperation efforts (domestic and international)

This proposal is not part of a formal Regulatory Cooperation agreement; however, the proposal provides international alignment opportunities through the incorporation of an international standard.

Potential impacts on Canadians, including businesses

The proposed regulations would improve on product design requirements and enhance safety for carriage and strollers.

There are expected impacts on industry. However, it is anticipated these could be minimal due to efforts towards international alignment.


Canadians will have the opportunity to provide comments on the regulatory proposal during the Canada Gazette, Part I public comment period, which is expected to take place in spring 2020 and last 75 days.
