1. It is recommended that the Assistant Deputy Minister of the Strategic Policy Branch (SPB) recover the interest accrued by the Recipient as per the Funding Agreement (paragraph 3.2f). Management agrees with the recommendation.

The Recipient has already recognized the liability. Appropriate measures will be undertaken to address the issue related to the Funding Agreement clause on interest earned on instalment payments.

SPB will request the creation of an accounts receivable to recognize the current liability to Health Canada. October 2011 SPB - Director General, Health Care Policy Directorate (HCPD)
The Chief Financial Officer Branch (CFOB) will draft specific instructions which will require SPB to offset the next quarterly payment to the Recipient in September by the current amount of the liability. Thereafter, each quarterly payment to the recipient will be offset by the interest accrued during the intervening period. October 2011 CFOB - Director General, Financial Operations Directorate
2. It is recommended that the Assistant Deputy Minister of the Strategic Policy Branch ensure that SPB transactions are approved by individuals with delegated authorities with updated specimen signature cards. Management agrees with the recommendation.

Measures to address identified gaps within the responsibility of SPB will be documented for implementation.

SPB will review the current practices and processes related to updating SPB specimen signature cards and take appropriate action to ensure that financial signing authority is properly exercised. This will include consideration of refresher courses and presentations by CFOB to the SPB Branch Executive Committee table. October 2011 SPB- Director General, HCPD
