1. It is recommended that the Assistant Deputy Minister (ADM) of the Strategic Policy Branch (SPB) request that the Commission develop an action plan reflecting the evaluation delivered in April 2011 and that monitoring be done by the Branch to verify the implementation of its recommendations and corresponding corrective actions. Management agrees with the recommendation.

SPB will work with the Mental Health Commission of Canada (MHCC) to develop and formalize an action plan to address the findings of the independent evaluation.		 Agreement with the Commission on a commitment to develop and provide to SPB an action plan that addresses the findings of the independent evaluation, by late December 2011. SPB will develop a monitoring tool to track MHCC's progress against the action plan and will integrate this tool into its existing monitoring framework. Development of a monitoring tool to be incorporated into SPB's monitoring framework. January 31, 2012 DG, PCPD
2. It is recommended that the ADM of the SPB request that the Commission strengthen its controls around travel expenses and promote adherence to its travel policy. Management agrees with the recommendation.

SPB is aware of the Commission's travel policy and expects adherence to this policy.

SPB will request that the Commission strengthen its accountability around travel expenses and promote adherence to their existing travel policies, which prohibits the practice of self-authorizing claims.		 Agreement with the Commission to strengthen and refine the authorization process of travel expenses. November 30, 2011 DG, PCPD
3. It is recommended that the ADM of the SPB
  • seek the Commission's agreement to disclose in its annual report its financial results pertaining to the separate activities covered by the project grant; and
  • request that the Commission disclose in its annual report the total remuneration paid, including any fee allowance or other benefits, to the management team involved in the activities of the project grant.
 Management agrees with the recommendation.

SPB will clarify with the Commission the reporting requirements in future annual reports in order to comply with the requirements of the project grant.		 Agreement with the Commission to provide the following information in its annual report starting in fiscal year 2011-12:
  • the financial results pertaining to activities under the project grant; and
  • the remuneration and other benefits paid to the Commission's management associated with the project grant.

4. It is recommended that the ADM  of the SPB  seek the Commission's commitment to make its conflict of interest policies and Code of Conduct available to all employees and the public. Management agrees with the recommendation.
