Health Canada’s Pest Management Regulatory Agency (PMRA) is reviewing the continued acceptability of older active ingredients and their associated end‑use products under the current re‑evaluation program. Since the initiation of the re‑evaluation program, registrants have chosen to discontinue a number of active ingredients and their associated end‑use products. In such cases, the PMRA does no further review of the pesticide and a schedule for phasing out the existing products is established. For agricultural commodities, the PMRA requires that maximum residue limits (MRLs)Footnote 1 be revoked, unless additional data to support residues in imported foods are provided.

The PMRA published a Re-evaluation Decision document for discontinued agricultural pest control products in 2009 and 2010 (RVD2009-18 and RVD2010-16), and Re-evaluation Notes for discontinued agricultural pest control products in 2003, 2006, 2008 and 2010 (REV2003-05, REV2006-01, REV2008-02, REV2010-14). These Re-evaluation documents communicated the phase-out of active ingredients and their associated end‑use products that were no longer supported by registrants. These documents also indicated that corresponding MRLs would be revoked, and specified the earliest dates that the MRL changes would take effect, giving sufficient time to allow for legally treated commodities to clear the channels of trade.

Consultation on specific MRLs proposed for revocation in the Re-evaluation documents (RVD2009-18, RVD2010-16, REV2003-05, REV2006-01, REV2008-02, REV2010-14) is being conducted via this document (see Next Steps).

The PMRA has also published a Proposed Acceptability for Continued Registration document (PACR2003-09), and a Re-evaluation Decision document (RRD2004-14) which communicated a revision of specific tetrachlorvinphos MRLs. Consultation on the specific MRLs proposed for revision are also being conducted via this document (see Next Steps).

To comply with Canada’s international trade obligations, consultation on the proposed MRL revocations is also being conducted internationally by notifying the World Trade Organization, as coordinated by the Standards Council of Canada.

Table 1 lists the legally established MRLs in Canada, which are proposed for revision and the status of corresponding American tolerances and CodexFootnote 2 MRLs. Table 2 lists the legally established MRLs in Canada, which are proposed for revocation and the status of corresponding American tolerances and Codex MRLs. Following the revocation of these MRLs, these crops will be regulated under subsection B.15.002(1) of the Food and Drug Regulations, which requires that residues not exceed 0.1 ppm. American tolerances are listed in the Electronic Code of Federal Regulations, 40 CFR Part 180, by pesticide and Codex MRLs are available on the Codex Alimentarius Pesticide Index webpage.
