Re-evaluation Note REV2018-02, Approach for the Re Evaluation of Pesticides Used as Preservatives in Paints, Coatings and Related Uses

The purpose of this document is to notify registrants, pesticide regulatory officials and the Canadian public of Health Canada's Pest Management Regulatory Agency's (PMRA) approach for the re-evaluation of pesticides used as preservatives (Table 1) in paints, coatings and related uses.

Under the authority of the Pest Control Products Act, all registered pesticides must be regularly re-evaluated by the PMRA to ensure that they continue to meet current health and environmental safety standards and continue to have value.

The re-evaluation considers data and information from pesticide manufacturers, published scientific reports, and other regulatory agencies such as exposure to pesticide applicators and handlers, toxicology, environmental exposure and effects, monitoring data, and, pesticide use pattern in Canada. The PMRA applies internationally accepted risk assessment methods as well as, current risk management approaches and policies to all re-evaluations based on the most up-to-date scientific information available at the time of review.

In order to have risk assessments more reflective of current and realistic exposure scenarios and to allow for a consistent approach to the risk assessment and risk management for these uses, the PMRA requires relevant data to continue the re-evaluations of these uses. This information is expected to better represent how pesticides are currently being used as preservatives in paints, coatings and related uses. The PMRA plans to proceed with the re-evaluation of other uses of these pesticides (Table 1), where applicable, as per the published work plan (Re-evaluation Note REV2017-18, Pest Management Regulatory Agency Re-evaluation and Special Review Work Plan 2017-2022).

Registrants are responsible to provide the requested information and as such, have been notified directly of the information required and the timeline for the submission of the information. Registrants of technical grade active ingredients and associated end-use products are encouraged to collaborate together in providing relevant information to the PMRA. In cases where the requested information is not submitted in a timely manner, the PMRA will proceed with the re-evaluation of these uses based on the available information.

The outcome of each individual re-evaluation will be published for consultation as a proposed re-evaluation decision document. Stakeholders and members of the public have an opportunity to provide comments and additional information during the formal public consultation. Comments and information received during consultation will be considered, and a science-based approach will be applied in making a final re-evaluation decision.

Data Requirements

The PMRA has requested relevant information from the technical registrants of chlorothalonil, dazomet, folpet, sodium omadine and ziram related to their uses as preservatives in paints, coatings and related uses. A summary of each data call-in for each active ingredient is found in the PMRA's Public Registry.
