Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and its regulations.
The purpose of this Compliance Verification (CV) project was to carry out targeted compliance and enforcement, including sampling and testing, of identified children's polyurethane foam products to determine the presence of tris (2-chloroethyl) phosphate (TCEP). Compliance and Enforcement actions were initiated for products identified to contain TCEP above the limit of quantification which are subject to Item 16 of Schedule 2 of the CCPSA.
For this project, compliance of select products that are made, in whole or in part, of polyurethane foam and that are intended for children under three years of age with Item 16 of Schedule 2 of the CCPSA was determined through a sampling and testing process by which Health Canada inspectors visited establishments and sampled relevant products. Presence of tris (2-chloroethyl) phosphate was then verified through testing at the Product Safety Laboratory.
Prior to initiating inspections, the CPSP carried out a market survey to determine the presence of companies marketing relevant children's polyurethane foam products in Canada. Targets were then selected from that list of companies.
Over the course of the 2023 to 2024 fiscal year, chemical testing of 19 different products was carried out, where 17 of the 19 samples were imported products. All products tested were compliant, requiring no corrective action.
