Cyclical Enforcement Project: Textile Flammability Regulations (Halloween Costumes)

Summary

The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.

The purpose of this Cyclical Enforcement (CE) project was to focus on Halloween costumes which are subject to the Textile Flammability Regulations.

For this project, compliance of select Halloween costumes with the Textile Flammability Regulations is determined through a sampling and testing process by which Health Canada inspectors visit establishments and sample any relevant product(s). Compliance with the requirements listed under the regulations is then verified through testing at the Product Safety Laboratory.

Prior to initiating this CE Project, the CPSP did not carry out a market survey to quantify the presence of Halloween costumes stakeholders in Canada. Targets were selected from a list of previously known Halloween costumes stakeholders.

Over the course of the 2014/15 fiscal year, flammability testing of twenty-one different products was carried out. The testing resulted in six recalls, one stop distribution, and fourteen instances where no corrective action was required.
