Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.
The purpose of this Cyclical Enforcement (CE) project was to verify compliance of cellulose fibre insulation products available to consumers to the performance and labelling requirements set under the Hazardous Products (Cellulose Insulation) Regulations (HPCIR).
For this project, compliance of cellulose fibre insulation products with the HPCIR is determined through a process of assessment of test reports and visual verification of product labels received from industry by Health Canada inspectors.
Prior to initiating this CE project, the CPSP carried out a market survey to quantify the presence of cellulose fibre insulation stakeholders in Canada. Targets were then selected from the generated list of companies.
Over the course of the 2014/15 fiscal year, assessments of ten test reports and visual verification of ten labels was carried out. The assessments did not identify any compliance issues with the ten products and as a result, no corrective actions were required.
