Re-evaluation Decision
1,4-Bis(bromoacetoxy)-2-butene is a broad-spectrum antimicrobial active ingredient used for control of slime-forming bacteria and fungi in pulp and paper mills. There are two products containing 1,4-bis(bromoacetoxy)-2-butene that are currently registered in Canada under the authority of the Pest Control Products Act, including one technical grade active ingredient and one commercial class end-use product.
After a re-evaluation of 1,4-bis(bromoacetoxy)-2-butene, Health Canada's Pest Management Regulatory Agency (PMRA), under the authority of the Pest Control Products Act, is granting continued registration of products containing 1,4-bis(bromoacetoxy)-2-butene for sale and use in Canada. An evaluation of available scientific information found that products containing 1,4-bis(bromoacetoxy)-2-butene do not present unacceptable risks to human health or the environment when used according to the conditions of registration, which include amended label directions. As a condition of the continued registration of 1,4-bis(bromoacetoxy)-2-butene, label amendments are required for all end-use products. Appendix I lists the required label amendments. No additional data are requested at this time.
This re-evaluation decisionFootnote 1 was proposed in the consultation document, Proposed Re-evaluation Decision PRVD2014-07, 1,4-Bis(bromoacetoxy)-2-butene. No comments were received during the consultation process. Therefore, this decision is consistent with the proposed re-evaluation decision stated in PRVD2014-07. Please refer to both the Overview and more detailed Science Evaluation sections of PRVD2014-07 for the human health and environmental considerations underlying this re-evaluation decision.
A reference list for all data used as the basis for the re-evaluation decision is also included in PRVD2014-07.
To comply with this decision, the registrant of the 1,4-bis(bromoacetoxy)-2-butene products will be informed of the specific requirements affecting their product registrations and of the regulatory options available to them.

Any person may file a notice of objectionFootnote 2 regarding this decision on 1,4-bis(bromoacetoxy)-2-butene within 60 days from the date of publication of this Re-evaluation Decision document. Appendix I Label Amendments for Products Containing 1,4-Bis(bromoacetoxy)-2-butene
The label amendments presented below do not include all label requirements for individual end- use products, such as first aid statements, disposal statements, precautionary statements and supplementary protective equipment. Information on labels of currently registered products should not be removed unless it contradicts the following label statements.
The labels of end-use products in Canada must be amended to include the following statements:
- The guarantee expression on the PRIMARY PANEL:
"1,4-Bis(bromoacetoxy)-2-butene" must be replaced with "BBAB (mixed Bromoacetic acid Esters of 2-Butene-1,4-diol)" to match the Statement of Product Specification Form.
- The following statements must be included in a section entitled PRECAUTIONS:
Wear chemical resistant coveralls over long-sleeved shirt and long pants, protective eyewear (goggles or face shield), and chemical-resistant gloves when handling the concentrate, while coming in contact with the treated process water, and during clean up, maintenance, and repair activities. In addition, mixers and loaders must wear a respirator with a NIOSH approved organic-vapour-removing cartridge with a pre-filter approved for pesticides or a NIOSH approved canister approved for pesticides if the area is not well ventilated. A respirator with a NIOSH approved organic-vapour-removing cartridge with a pre-filter approved for pesticides or a NIOSH approved canister approved for pesticides is required during clean-up, maintenance, and repair activities.
- The following statements must be included in a section entitled ENVIRONMENTAL HAZARDS:
This product is TOXIC to aquatic organisms. It is not to be used in circumstances that would cause or allow it to enter lakes, streams, ponds, estuaries, oceans or other waters in contravention of federal or provincial regulatory requirements. The requirements of applicable laws should be determined before using the product.
- The following statements must be included in a section entitled Directions for Use:
DO NOT contaminate irrigation or drinking water supplies or aquatic habitats by cleaning of equipment or disposal of wastes.
DO NOT discharge effluents containing this product into sewer systems, lakes, streams, ponds, estuaries, oceans, and other waters unless the effluent has been detoxified by suitable means.
