Acrolein is a herbicide and slimicide registered for control of vegetation in irrigation canals and control of bacteria and fungi in oilfield water injection systems. There are four products containing acrolein that are currently registered in Canada under the authority of the Pest Control Products Act, including one technical grade active ingredient, a commercial class product, and two restricted class end-use products.
After a re-evaluation of acrolein, Health Canada's Pest Management Regulatory Agency (PMRA), under the authority of the Pest Control Products Act, is granting continued registration of products containing acrolein for sale and use in Canada. An evaluation of available scientific information found that products containing acrolein do not present unacceptable risks to human health or the environment. Appendix I lists the required label amendment for all products used in irrigation canals, and Appendix II lists currently registered products containing acrolein. No additional data are requested at this time.
The PMRA's pesticide re-evaluation program considers potential risks, as well as value, of pesticide products to ensure that they meet modern standards established to protect human health and the environment. Regulatory Directive DIR2001-03, PMRA Re-evaluation Program, presents the details of the re-evaluation activities and program structure. Re-evaluation draws on data from registrants, information from other regulatory agencies and any other relevant information available.
This re-evaluation decisionFootnote 1 was proposed in the consultation document, Proposed Re-evaluation Decision PRVD2016-16, Acrolein. No comments were received during the consultation process. Therefore, this decision is consistent with the proposed re-evaluation decision stated in PRVD2016-16. Please refer to both the Overview and more detailed Science Evaluation sections of PRVD2016-16 for the human health and environmental considerations underlying this re-evaluation decision.
A reference list for all data used as the basis for the re-evaluation decision is also included in PRVD2016-16.
To comply with this decision, the updated label statement must be implemented on labels for products used in irrigation canals sold by registrants no later than 24 months after the publication date of this document. Registrants of the products containing acrolein will be informed of the specific requirement(s) affecting their product registration(s) and of the regulatory options available to them.
Any person may file a notice of objectionFootnote 2 regarding this decision on acrolein within 60 days from the date of publication of this Re-evaluation Decision document. Appendix I Label Amendments for Products Containing Acrolein
The label amendment presented below does not include all label requirements for individual end-use products, such as first aid statements, disposal statements, precautionary statements and supplementary protective equipment. Information on labels of currently registered products should not be removed unless it contradicts the following label statements.
For Products Used in Irrigation Canals (Registration Numbers 10948 and 31001):
The following statement is required to be added under NOTICE TO USER:
"The uses of [Product name] may be subject to other legislative requirements such as those under the Fisheries Act."
