Re-evaluation Decision

Under the authority of the Pest Control Products Act, all registered pesticides must be regularly re-evaluated by Health Canada's Pest Management Regulatory Agency (PMRA) to ensure that they continue to meet current health and environmental safety standards and continue to have value. The re-evaluation considers data and information from pesticide manufacturers, published scientific reports and other regulatory agencies. The PMRA applies internationally accepted risk assessment methods as well as current risk management approaches and policies.

Peroxyacetic acid is a slimicide co-formulated with hydrogen peroxide for the control of algal, bacterial, fungal and yeast growth in pulp and paper mills. It also controls bacterial growth in recirculating cooling water systems and sewage, wastewater effluents in treatment plants, and on-shore oil and gas field well operations. Currently registered products containing peroxyacetic acid are listed in Appendix I.

This document presents the final regulatory decisionFootnote 1 for the re-evaluation of peroxyacetic acid, including the required risk mitigation measures to protect human health and the environment. All products containing peroxyacetic acid that are registered in Canada are subject to this re-evaluation decision. This re-evaluation decision has undergone a 90-day consultation period as the Proposed Re-evaluation Decision PRVD2017-13, Peroxyacetic Acid and Its Associated End-use ProductsFootnote 2.

No comments were received during the consultation period. Therefore, this decision is consistent with the proposed re-evaluation decision stated in PRVD2017-13.

Regulatory Decision for Peroxyacetic Acid

The PMRA has completed the re-evaluation of peroxyacetic acid. Under the authority of the Pest Control Products Act, the PMRA determined that continued registration of products containing peroxacetic acid is acceptable. An evaluation of available scientific information found that uses of peroxyacetic acid products meet current standards for protection of human health and the environment when used according to the conditions of registration, which include required amendments to label directions. Label amendments, as summarized below and listed in Appendix II, are required for all technical and end-use products. No additional data are requested.

Risk Mitigation Measures

Registered pesticide product labels include specific direction for use. Directions include risk mitigation measures to protect human health and the environment that must be followed by law. The following label amendments are included as part of the re-evaluation.

Next Steps

To comply with this decision, the required mitigation measures must be implemented on all products labels sold by registrants no later than 24 months after the publication date of this re-evaluation decision document. Appendix I lists the products containing peroxyacetic acid that are registered under the authority of the Pest Control Products Act.

Appendix II  Label Amendments for Products Containing Peroxyacetic Acid

The label amendments presented below do not include all label requirements for individual end-use products, such as first aid statements, disposal statements, precautionary statements and supplementary protective equipment. Information on labels of currently registered products should not be removed unless it contradicts the label statements provided below.

  1. The following statements must be included in a section entitled ENVIRONMENTAL PRECAUTIONS:

    • "Toxic to aquatic organisms."

  2. The following statements must be included under DIRECTIONS FOR USE:

    • "DO NOT contaminate irrigation or drinking water supplies or aquatic habitats by cleaning of equipment or disposal of wastes."

    • "DO NOT discharge effluent containing this product or the biocide produced into sewer systems, lakes, streams, ponds, estuaries, oceans or other waters unless the effluent has been detoxified by suitable means."

  3. The following statements must be included in a section entitled DISPOSAL:

    For returnable containers:

    DO NOT reuse this container for any purpose. For disposal, this empty container may be returned to the point of purchase (distributor/dealer).

    For containers that can be refilled for the user by the distributor/dealer:

    For disposal, this container may be returned to the point of purchase (distributor/dealer). It must be refilled by the distributor/dealer with the same product. Do not reuse this container for any other purpose.

    Disposal of unused, unwanted product:

    For information on disposal of unused, unwanted product, contact the manufacturer or the provincial regulatory agency. Contact the manufacturer and the provincial regulatory agency in case of a spill, and for clean-up of spills.

    For non-returnable non-recyclable or non-refillable containers:

    Triple- or pressure-rinse the empty container. Add the rinsings to the spray mixture in the tank.

    Follow provincial instruction for any required additional cleaning of the container prior to its disposal.

    Make the empty container unsuitable for further use.

    Dispose of the container in accordance with provincial requirements.

    For information on disposal of unused, unwanted product, contact the manufacturer or the provincial regulatory agency. Contact the manufacturer and the provincial regulatory agency in case of a spill, and for clean-up of spills.
