Re-evaluation Note REV2015-02, Special Review Update for Difenoconazole

A special review of products containing difenoconazole was initiated in December 2013 (Re-evaluation Note REV2013-06, Special Review Initiation of 23 Active Ingredients) pursuant to subsection 17(2) of the  Pest Control Products Act. This was based on a preliminary analysis of information included in the Rotterdam Convention PIC Circular XXXII indicating that all uses of difenoconazole had been prohibited in Norway in 1998 based on environmental concerns (Rotterdam Convention, 2010). There were no concerns related to health risks or the value of difenoconazole identified in the Norway decision. The purpose of this Re-evaluation Note is to provide an update on the status of this special review.

Following the initiation of the special review of difenoconazole under subsection 17(2) of the Pest Control Products Act, the registrant informed the PMRA that seed treated with difenoconazole (for sowing) was granted import authorization in Norway in 2013. The PMRA verified this information with the Norwegian Food Safety Authority and confirmed that the use of seed treated with difenoconazole (for sowing) was granted import authorization in Norway. On this basis, the PMRA has determined that the criteria for initiating a special review pursuant to subsection 17(2) of the Pest Control Products Act are not met (i.e. not all uses are prohibited in Norway).

Conclusion

As seed treated with difenoconazole (for sowing) was granted import authorization in Norway, PMRA has determined that the criteria under subsection 17(2) of the Pest Control Products Act is not met and, as such, no special review is required under subsection 17(2).
