In Canada, copper thiocyanate is under re-evaluation by Health Canada’s Pest Management Regulatory Agency (PMRA). PMRA re-evaluates registered pesticides to determine whether the use of these products continues to be acceptable in terms of value, human health, and the environment according to current standards.
Under the authority of section 16 of the Pest Control Products Act, all registrants of copper thiocyanate were notified of the initiation of the re-evaluation of copper thiocyanate. Following this, the registrant of copper thiocyanate technical grade active ingredient in Canada indicated their support of all uses included on the labels of end use products in Canada.
Copper thiocyanate is registered for use as an antifouling paint for use on boats. It can be used on aluminum, fibreglass, wood, steel, and lead below the true waterline in fresh, salt, and brackish water. This includes underwater metals such as shafts, propellers, trim tabs, struts and thru-hull fittings. Application is by spraying (commercial product) or by brush or roller (domestic product).
This project plan for the re-evaluation of copper thiocyanate outlines the timeline for review, and summarizes the anticipated area(s) of focus for the risk assessments.

Anticipated Re-evaluation Timeline
The re-evaluation of copper thiocyanate is defined as a Category 2 as described in Regulatory Directive DIR2016-04, Management of Pesticides Re-evaluation Policy, which was adopted on December 1, 2016. However, because this re-evaluation was initiated prior to the implementation of DIR2016-04, the proposed re-evaluation decision for copper thiocyanate is anticipated to be published for consultation by August 2018. The re-evaluation timeline may be updated if, during the risk assessment, PMRA identifies additional areas of focus that should be considered.
Human Health Risk Assessment
A review of the available toxicology information will be conducted. Updated occupational and/or residential assessments will be conducted should there be any changes to the toxicological conclusions.
Environmental Risk Assessment
New assessments will be conducted for environmental fate, water modelling and environmental exposure.
The value of copper thiocyanate will be considered. The viability of alternatives will be examined for certain uses if risks of concern requiring mitigation are identified.
