Who can apply under Category B?
Applicants must be a:
- final year medical student currently enrolled in any medical school who wishes to pursue Family Medicine or medical specialty training, or
- medical graduate, who has not yet completed a medical specialty training program in Canada or the United States (US), who wishes to pursue Family Medicine or medical specialty and/or subspecialty training
- NEW: physicians who possess a Canadian Standard Medical Licence (full licence) who wish to pursue a new field of practice.
Which fields of training are endorsed for a Statement of Need?
Applications for a Statement of Need will be accepted for the following situations:
- The proposed training is identified on the current List of Needed Specialties.
- The proposed additional training will be used to meet Royal College of Surgeons and Physicians of Canada (RCSPC) Specialty Training Requirements (STRs):
- Chief Resident
- one-year Accreditation Council on Graduate Medical Education (ACGME)-accredited program
- For those who started their residency in 2015 or earlier, one-year ACGME and non-ACGME accredited training programs if the RCPSC STRs have been met with the exception in section d below; or
- For those who started their residency in 2015 or earlier, specific one-year ACGME accredited fellowship programs after three years of training in Family Medicine and five years in General Surgery
NOTE: For those starting their residency in 2016 or later, additional training after meeting RCPSC Specialty Training Requirements will only be endorsed under Category C.
Does my proposed training in the US have to be ACGME-accredited?
Yes. Postgraduate medical training in the US that is accredited by the ACGME is recognized by the RCPSC, the College of Family Physicians of Canada (CFPC), the Collège des médecins du Quebec, and by Canadian provincial and territorial medical regulatory authorities.
Differences in Duration of Training in Canada and the US
There are differences in overall duration between Canadian and US postgraduate medical education programs. Considering such differences between RCPSC-accredited programs and ACGME-accredited programs, applicants are encouraged to pursue additional training in ACGME-accredited programs so they will meet the overall Objectives of Training and STRs of the RCPSC. Applicants should remember that additional training in RCPSC-recognized subspecialties is subject to the current List of Needed Specialties and Subspecialties. One-year, ACGME-accredited programs may not be subject to the List of Needed Specialties and Subspecialties if the purpose of pursuing that training is to meet RCPSC STRs.
Preliminary Year and Transitional Year
Applicants who obtain only a Preliminary Year or Transitional Year can receive a Statement of Need for the one year but they are expected to obtain a categorical position commencing the following year and apply for a new Statement of Need. Applicants who obtain both a Preliminary Year and a residency must apply for a Statement of Need for both at the same time.
Combined Specialty Programs versus Dual Specialty/Subspecialty Programs in the US
Combined specialty programs such as internal medicine/pediatrics cannot be considered for a Statement of Need. Canadian medical authorities do not recognize those combined specialty programs. The duration of training does not meet Canadian practice standards. While individual program components may be housed in an ACGME-accredited program, the overall programs are not ACGME accredited.
Certain ACGME accredited programs which offer training in closely related disciplines can be considered for a Statement of Need. These include: "Anatomical and Clinical Pathology", "Pulmonary Disease and Critical Care Medicine" and "Hematology and Oncology". Applicants must indicate in their applications for a Statement of Need which field of medicine they intend to practice in Canada.
What is the List of Needed Specialties?
The List of Needed Specialties shows which fields of training are endorsed for the year and their respective limits. The content is determined annually by provincial and territorial ministries of health and reflects anticipated physician resource needs.
How Many Statements of Need can be issued in 2016?
The 2016 List of Needed Specialties shows how many Statements of Need may be issued for each specialty and subspecialty.
There may be more applications for a particular field of training than is shown on the List. Therefore, applications will be processed on a first-come, first-served basis from the time the application is received by email. To secure your place when limits are applicable, all documents shall be submitted. If your email contains more than 20 megabytes, please send a zip version.
Exceptions to the List of Needed Specialties and Subspecialties will not be granted.
What documents do I need to submit for my initial application?
1. Application Form
Complete and sign the PDF version of the application form.
2. Proof of Canadian Citizenship/Permanent Residency
Submit a notarized or certified copy of one of the following documents:
- Canadian citizenship card
- Canadian Passport
- Record of birth in Canada
- Permanent Resident Card
3. Provincial Letter of Endorsement from the Ministère de la Santé et des Services sociaux - applicants must be residents of Quebec intending to return to Quebec to practice medicine after US training. (All other applicants are subject to the List of Needed Specialties).
Applicants intending to practice medicine in Québec must obtain a Letter of Endorsement directly from the Ministère de la Santé et des Services sociaux before applying for a Statement of Need from Health Canada.

4. Confirmation of ACGME-Accreditation
Provide a copy of one of the following documents.
- letter issued by the ACGME to the training program
- training program information from the ACGME website
5. Letter of Offer/Training Contract/US Match Webpage
Provide a copy of one of the following:
- A letter of offer for a residency training program from the clinical training program in the US. The letter must be on the institution's letterhead and should be accompanied by your signature of acceptance of the offer; or
- A training contract for a residency training program from the clinical training program in the US. The training contract should bear your signature indicating you have accepted the offer; or
- The secure web page (NRMP) confirming the clinical residency training program in which you have matched in the US.
6. Consent to the Disclosure of Personal Information to Provincial and Territorial Governments for Recruitment Purposes (Optional)
- Complete and sign the PDF version of the Consent Form for Recruitment.
What documents do I need to submit to obtain a subsequent Statement of Need for additional training?
To obtain a subsequent Statement of Need, please submit the following documents.
- Application Form, as above.
- Letter of Offer/Training Contract/US Match Webpage, as above
- Confirmation of ACGME accreditation, as above.
- Provincial Letter of Endorsement (for applicants intending to practice in Quebec), as above.
- Copy of unexpired Permanent Resident Card, as above, if applicable.
What conditions do I need to meet to obtain a subsequent Statement of Need for additional training?
Applicants should first review the current List of Needed Specialties to learn if their proposed training is endorsed for a Statement of Need. The content is determined annually by provincial and territorial ministries of health and reflects anticipated physician resource needs. For those who started their initial residency (i.e. specialty training) in 2016 or later under category B will only be endorsed for one-year ACGME-accredited fellowships, or one-year Chief Resident (with at least 60% clinical activity) in order to meet the RCPSC STRs. Sub-specialty training in obstetrics/gynecology and pediatrics will continue to be endorsed, subject to the List of Needed Specialties. As noted on the List of Needed Specialties, sub-specialty training, or any professional development training after meeting the RCPSC STRs, will only be endorsed under category C.
