Announcing updates to the NHP Web Product Licence Application Form (Web PLA) and Amendment and Notification Form (ANF)

- Updated versions of the Natural Health Product (NHP) Web Product Licence Application Form (Web PLA) and Amendment and Notification Form (ANF) are now available online and apply the workload management eligibility criteria to all NHP submissions.
- The "to be sold and/or manufactured in Canada" eligibility criteria was expanded from 6 to 12 months from receiving an authorization.
- Applications that have already received an Acknowledgement Notice will have until January 15, 2026, to complete the applicable Workload Management Form based on the expanded eligibility criteria. The Workload Management Forms will be decommissioned on January 16, 2026.
- A revised version of the Natural Health Products Management of Applications Policy (NHP MAP) will be published in December and reflect these updates.
Purpose and scope
The purpose of this bulletin is to communicate changes to the Web PLA and ANF forms that will reduce administrative burden for applicants and focus the resources of the Natural and Non-prescription Health Products Directorate (NNHPD) on submissions that will benefit Canadians.
Overview of changes
The updated forms include the following key improvements:
- Integration of workload management eligibility criteria directly within the Web PLA form and ANF, eliminating the need for a separate Workload Management Form.
- Expansion of the eligibility timeframe for "to be sold and/or manufactured in Canada" from 6 months to 12 months, providing greater flexibility for applicants.
Implementation
New Applications, Amendments and Notifications
All new applications, amendments and notifications must be submitted using the applicable updated form; previous versions will no longer be accepted.
Applicants must answer all questions on the PLA and ANF forms truthfully and provide accurate information to NNHPD, as required under section 7(c) of the Natural Health Products Regulations (NHPR).
New applications using the updated Web PLA form
You do not require a product licence if you do not intend to sell your product in Canada. NNHPD will accept Class I, II, and III applications that are intended to be sold or manufactured in Canada within 12 months of receiving authorization.
The updated Web PLA form includes two (2) questions in the Sales Intentions section to this effect:
- Will this product be sold in Canada within 12 months of receiving authorization?
- Will this product be manufactured in Canada within 12 months of receiving authorization?
The application system will only finalize the form if you answered "Yes" to at least one of these questions.
You may complete and submit the application at a later date when you expect to sell and/or manufacture the product in Canada within 12 months of receiving authorization.
New amendments and notifications using the updated ANF
To ensure NNHPD directs its resources toward products that benefit Canadians, we encourage you to discontinue your product licence if you have not sold or do not plan to sell or manufacture your product in Canada. If you discontinue the licence, you will not need to submit any amendments or notifications for that product.
NNHPD will prioritize amendments that are received for an authorized NHP that meets the following criteria:
- The NHP is already sold or manufactured in Canada; or
- The NHP will be sold or manufactured in Canada within 12 months of the licence being amended, regardless of the nature of the change(s).
The updated ANF includes three questions in the Market Status and Sales Intentions section to this effect.
Existing Applications and Amendments that used the previous version of the Web PLA and ANF:
Class II and III applications that already received an Acknowledgement Notice (and have a submission number) were previously asked to complete the Workload Management Form based on the 6-month eligibility criteria. With the expansion of the eligibility criteria from 6 to 12 months, these applicants will have another opportunity to submit a Workload Management Form by January 15, 2026. Note that the Workload Management Forms will not be updated to reflect the expanded eligibility timeframe.
Please select the appropriate Workload Management Form depending on which criteria applies to your product:
- Workload Management Form – Products Sold in Canada
- Workload Management Form – Manufactured in Canada
Any existing Class II or III applications that do not meet the eligibility criteria by January 15, 2026, will be withdrawn.
NNHPD will decommission the Workload Management Forms on January 16, 2026.
You can submit a new application using the updated Web PLA when you intend to sell or manufacture your product in Canada within 12 months of authorization.
