Description
An amendment is being proposed to the Immigration and Refugee Protection Regulations (SOR/2002-227), which was published in the Canada Gazette Part II on June 14, 2002.
In order to transition from a pilot to a permanent federal economic immigration program as per the pledge made at the Global Refugee Forum, the amendment will:
- establish a new economic class, and
- define selection criteria for eligible candidates under the new class.
Regulatory cooperation efforts (domestic and international)
No regulatory cooperation efforts are required or are being undertaken. This initiative does not fall under a specific formal regulatory cooperation work plan.
Potential impacts on Canadians, including businesses
The expected impacts of the proposed regulatory change on Canadians and businesses are likely to be minimal to positive, in that:
- Canadian employers who use immigration to fill their labour market will benefit from this change as it make it easier for them to use the EMPP and provide long-term consistency and reassurance about the pilot.
- There are no anticipated negative impacts by this change on Canadian businesses.
- There are no expected impacts on international trade or investment.
Consultations
The proposed regulation is expected to be pre-published in Part I of the Canada Gazette as early as fall 2026, for a 30-day consultation period.
