Enabling Acts: Immigration and Refugee Protection Act
Description
The proposed amendments to the Immigration and Refugee Protection Regulations would prescribe when an officer may individually cancel immigration applications, or when they may individually cancel, vary or suspend immigration documents. These amendments will strengthen the Government of Canada’s control over immigration documents it issues and applications it processes in order to respond effectively to strengthen the integrity of the immigration program.
These proposed amendments to the Immigration and Refugee Protection Regulations would also build on authorities for the cancellation of temporary resident visas, Electronic Travel Authorizations (eTAs) and other temporary resident documents on specified grounds that were previously introduced (came into force on January 31, 2025).
The proposal is intended to better ensure the travel of only legitimate and genuine visitors for the purposes of contributing to the social, cultural and economic benefits to Canada, while protecting the integrity of Canada’s immigration program and the safety and security of Canadians.

The proposed regulatory amendments are expected to have limited impact on Canadians, businesses trade or investment.

This is an initiative in the early stages of development. Stakeholder comments would be sought through pre-publication. The timing and approach for consultations will be added to this section once known.
Further information
These new authorities would complement recently approved regulations which clarify when an officer may cancel a temporary resident visa (TRV), electronic travel authorization (eTA), work permit or study permit, on a case by case basis, strengthening the consistency and overall integrity of the cancellation process.
